CHANDIGARH, DEC 2

With a view to accommodating tourists during Commonwealth Games 2010, the Haryana Government has formulated bed and breakfast scheme which is being implemented in Gurgaon. Under the scheme, the house owners will be able to rent out their premises to the tourists coming for Commonwealth Games.
Speaking about the rationale behind the Bed and Breakfast scheme, an official spokesman informed that it takes longer to build a hotel and, hence, the central government approved some 25 houses in Gurgaon itself, which could be converted into guesthouses, after a survey.
The government approved bed and breakfast for the NCR also to fill in the gap between the required number of rooms for the Commonwealth Games and those that could be provided by hotels. He said that the registration and other processes had also been simplified under the scheme adding the security issue would be specifically checked into.
He said that the hotel industry was also facing a financial crunch and the real estate market in a virtual slump, the bed and breakfast seems to be the only alternative. There were about 100 bed and breakfast places in Gurgaon and Faridabad. Ancillary services like restaurants, conference rooms, etc are also being looked into. He said that we have been able to meet a target of 7,000 rooms so far. The bed
and breakfast scheme was certainly going to be a great project once it’s in full swing. No doubt such kind of business provides employment and promotes tourism as in countries abroad; regulations, however, need to be in place to keep a tab on unethical practice,” he said.
Residents could apply under this scheme and give up a maximum of five
rooms for rent with complimentary services like power backup, Wi-Fi, air-conditioning and 24X7 security, among various others. Once approved for licensing, the state government would market the facility online.
At present, two kinds of licenses are being issued to owners, silver
and gold, which have different criteria and payment slots. Owners are charged residential rates for water and electricity. They are supposed to fill the Form-C and submit it to the respective offices when they have a foreign tourist staying with them. The government fixes the room rentals and the quality of food and services provided are monitored on a time-to-time basis.
