Dr Malik condoles death of Brig Karan Singh

Dr. M. S. Malik, IPS (Rtd.) President, Jat Sabha Chandigarh, Federation of Jat Institutions and former Director General of Police Haryana along with all members of the institutions expressed deep shock and heart-stricken condolences on the sudden and sad demise of Brig.(Rtd.) Karan Singh, a senior ex Army officer of Army Veterinary Core and former Director of R.V.C. centre, Hisar and a close relative of Ch. Om Prakash Chautala, former Chief Minister.
At the same time, Dr. Malik also lauded the role of Brig. Karan Singh and his invaluable contribution to the promotion and protection of animal health in the state thereby making the tremendous contribution towards the economic upliftment of the rural masses particularly through breeding of horses.
Above all, Dr. Malik along with all members prayed to Almighty Lord Krishna to bless the departed soul with peace in heaven and also bless the members of the bereaved family with enough courage to bear the unfathomable loss.
Dr. Malik along with other representatives of Jat Sabha Chandigarh, Federation of Jat Institutions and that of Akhil Bhartiya Shaheed Samman Sanghrash Samiti attended the funeral at his native place, Krishna Stud Farm, Tohana and paid homage today.

SV Millennium students display their talent

Students of St. Vivekanand Millennium School, HMT Township, Pinjore, enthralled the audience with their endearing and enthusiastic performances in their Annual Function Day-2, “Gaiety-2010” on 28th March 2010 in Dr. B.R. Ambedkar Auditorium.
Chief Guest Mr. Prakash Sharan, Executive Director, HMT Ltd., Pinjore lighted the ceremonial lamp. The distinguished dignitaries present were Mr. M.M. Rai Punj, Chairman, Punj Education Society, New Delhi, Flg. Offr. Piyush Punj, President of the School Managing Committee, Mrs. Kamal Rai, School Director, Mr. Yuvraj Punj, Manager, St. Vivekanand School, New Delhi and members of the School Managing Committee. The parents made a very large audience. Principal, Mrs. Usha Bali welcomed all the guests and parents.
As its specialty, the school gives an opportunity to a large number of students for the various stage performances. This time also over 400 students, right from the tiny tots to the senior ones, showed their talents effectively. The function started with the traditional invocation of Ganesh Vandana.
The tiny tots mesmerized the audience with their performance. The students gave the message of saving environment through the Tableau “Heal the World”. Through yoga and aerobics, students of classes IV and VI made everybody aware of body balance, grace and body control. The action song, and dances like Cock, Clown & Salsa appealed elegantly to ears, eyes and minds.
Patriotism was enhanced among the audience through a dance number named “Paigham-e-Aman”. A message to save water was given through a Hindi Play “Jeevan Dhara”. The President expressed his pleasure at the achievements of the school and endorsed with a hope that the school would continue its march ahead.
The Chief Guest gave away the prizes to the students excelling in academic and all round activities. The school magazine “Deepayan” was released. The programme ended with heart-throbbing performance “Atulya Bharat” – Mission Hindustan which depicted that despite all the cultural and regional differences India stays untied against all odds. Dr. Rajinder Dhiman, Member School Managing Committee proposed a vote of thanks.

Selection for Hawa Singh Boxing Academy from March 27 in Bhiwani

Capt. Hawa Singh Boxing Academy, which was announced by Haryana Chief Minister Bhupinder Singh Hooda, is all set to start functioning. Bhiwani is popularly known as the Cuba of India in the boxing circles as many boxers hailing from the area
have brought laurels to the country at various international sports events.
The trial to select the promising boxers for the academy would be conducted at Bhim Stadium, Bhiwani from March 29 to 31. Mr Hooda had announced the boxing academy at Bhiwani after the remarkable performance of Bhiwani boxers in the Olympic Games.
Haryana Sports Minister Gopal Kanda said that the State Government is committed for the development of sports and encouraging the sportspersons. The Sports
Department would let no stone unturned for the betterment of the games and the players, he added.
He said that trials for Capt. Hawa Singh Boxing Academy would be conducted in the weight groups of 48, 51, 54, 57, 60, 64, 69, 75, 81, 91 and more than 91 kgs. The players in the age group of 16 to 25 years would be selected. The interested
players should reach the Bhim Stadium at 8 a.m. along with the certificates for age and sports achievements.
The Minister said that the selected players would be provided best facilities and training by the reputed coaches.

Kurukshetra Varsity dispatches admit cards, date sheets

Directorate of Distance Education, Kurukshetra University, Kurukshetra has dispatched the admit cards / date sheets of the students of the distance education courses for C.C.U., B.A.-I/II/III, B.I.M.-I/II/III, B.C.A.-I/II/III and B.Com.-I/II/III.
While stating this today, a spokesman of the University said that the examinations for C.C.U. course would commence from March 29 and for
B.A.-I/II/III & B.I.M.-I/II/III from April 1. The examinations for
B.C.A.-I/II/III courses would start from April 3 and for B.Com.-I/II/III from April 4.
The students, who have completed all the requirements of the
respective courses, including payment of full fee, submission of
required documents, etc. but have not received the examination admit
cards/date sheets before the date of commencement of the examination
might contact the Directorate personally on any working day along with
his / her three passport size photographs, he added.
MDU invites applications
Maharshi Dayanand University (MDU), Rohtak has invited applications from eligible candidates to fill up the posts of lecturers and professors in various disciplines, reader, deputy librarian and publicity assistant.
While stating this today, a spokesman of the University said that
applications on prescribed form should reach the University by April
12, 2010. Details regarding qualifications, specialisations, pay
scales, etc. were available on the University website

HUDA to renovate Panchkula Golf Course

Haryana Urban Development Agency (HUDA) has decided to renovate 18-hole Golf Course on turn-key-basis in Sector 3, Panchkula by making suitable alterations/improvements to existing layout of the Golf Course.
While disclosing this here today, a spokesman of HUDA said that
expression of interest has been invited from construction
agencies/firms to carry out renovation work.
The renovation work to be carried out included development of six
new greens, one kid’s putting green, one practice putting green, turf
nursery, over 50 new tees, over 25 new bunkers, automatic irrigation
system, modification to driving range and water bodies, etc., he
added.
He said that the bidding firm must have a minimum of five years of
experience in the golf course construction industry, besides having
carried out renovation of atleast one 18-hole golf course or atleast
two 9-hole golf courses in the last three years.
The firm/agencies should submit applications on prescribed documents
to the Executive Engineer, HUDA, Division Ist, Panchkula by April 6,
2010.

Malik for formation of State Police Complaint Authority

Commenting upon the disbanding of a special Task Police Force in Haryana, Dr. M .S. Malik, IPS (Rtd.), President, Jat Sabha Chandigarh, Federation of Jat Institutions, Akhil Bhartiya Shaheed Samman Sanghrash Samiti and former D.G.P. Haryana made a forceful plea to establish a State Police Complaint Authority in the states of Punjab, Haryana and Union Territory Chandigarh keeping in view the increasing public complaints regarding involvement of police personnel in the commission of criminal offences and that of brutal use of police force, torture, unlawful police behaviour.
Dr. Malik further stated that such an Authority should be constituted under the overall control of a retired Judge so as to keep the police force immune from extraneous influence of politicians as well as that of bureaucrats. Such authorities are required to be set up at each of the district headquarters as per Apex Court guidelines apart setting up a State Police Security Commission for posting/transfers of state D.G.P and other senior police officers. Then only the police force may regain its reputation of honesty, sincerity and impartiality.
He further elaborated that the establishment of State Police Complaint Authority should be in consonance with the directions issued by the Hon’ble Supreme Court of India given in the case of Parkash Singh & others v/s Government of India. The provisions of setting up such a Complaint Authority have also been provided by the newly enacted Punjab Police Act as well as Haryana Police Act, 2007. So much so, the Ministry of Home Affairs, Government of India, New Delhi has already directed the Chandigarh Administration to set up such Authority to check the ever growing violations of Human Rights and other complaints against police.
Further, expressing his concern for the increasing instances of violation of Human Rights, crimes against women, increasing female foeticide and decreasing rate of male and female ratio in the Tricity as well as the states of Punjab and Haryana, Dr. Malik stressed upon the authorities to set up this special Authority to control the situation from going out of control.
He further added that it is a matter of regret that the government of Haryana had informed the Punjab & Haryana Court many a times that there is no need of establishing a Human rights Commission in the state whereas large number of cases/instances highlighting the involvement of police personnel and anti social elements in the crimes against women as well as of violation of Human Rights are ever being reported by the media. The increasing instances of custodial deaths and of brute behaviour of police personnel have brought to the Khaki uniform a bad name. Recently, the incident of involvement of ASP Rank police officer with eight members team in the incidence of dacoity at Panipat has also given a severe blow to the police public relations.
Above all, Dr. Malik further suggested that the administration of Tricity as well as that of the states of Punjab and Haryana should take immediate remedial measures to introduce police reforms as per the directions of Apex Courts and also to implement the recommendations of V.N. Vohra Committee so as to keep the police force immune from criminal police-political nexus.

Hike in remuneration of computer professionals in Haryana

The Haryana Government has made a steep hike in the remuneration of the computer professionals of various categories in the State with effect from 1.1.2010.
As per a notification to this effect issued by the Information Technology Department, Haryana, the remuneration for Data Entry Operator Category (i) has been increased from Rs.4950 per month to Rs.8000 per month, for Category (ii) from Rs.6050 per month to Rs.9000 per month and for Category (iii), which is a new category, a
remuneration of Rs.10,000 per month has been fixed.
The remuneration for DTP Operator has been increased from Rs.7700 per month to
Rs.11,500 per month.
The remuneration for Junior Programmer/Junior Data Analyst/Networking ssistant/Web Designer Category (i) has been increased from Rs.7700-9900 per month to Rs.13,000 per month and for Category (ii) to Rs.15,000 per month, for Category (iii), which is a new category, a remuneration of Rs.16,000 per month has been fixed.
The remuneration for Programmer/Data Analyst/Networking Engineer Category (i) has been increased from Rs.11,040-13,800 per month to Rs.16,000 and for Category (ii) to Rs.18,000 per month. Remuneration for System Analyst has been increased from Rs.25,300-28,750 per month to Rs.25,000 per month. Senior System Analyst and Deputy Manager, which are new category, would get a remuneration of Rs.26,000 per
month and Rs.32,000 per month respectively. Similarly, General Manager, which is also a new category, would get a remuneration of Rs.55,000 per month.
The State Government has also decided the terms and conditions for the future engagement of computer professionals.
As per these terms and conditions, the decision to engage IT personnel in various categories on contract basis, increase or reduce the numbers and renewal/ extension of their contracts from time to time rests primarily with the client department/ organization which has to be need-based. The contract period for the IT Professionals, wherever so engaged, and subject to requirements of the client Department/ organization, shall be a minimum of one year (as against the current six months) which would be renewable on year to year basis, subject to their performance being found very good or above, by the concerned Department/ Organisation where they are deployed.
Hartron would be involved only at the time of initial screening and selection of a candidate and charge a fee equal to one month’s remuneration. Thereafter, the concerned professional shall be on the rolls of the concered department/organization. The concerned Department/ Organisation shall ensure that his monthly contract amount/ remuneration/ job work fee is paid in the same manner as the salary of regular employees. The contract amount would be paid out of
the ‘Object Head” viz. Professional Services, for which a provision will be got made in the budget of the Department. Further, the concerned Department/ organization will also be responsible for deposit of CPF/ESI etc. as applicable, in respect of the concerned resource. Every Department/ Organisation requisitioning the services
will follow the instructions bearing No. Admn/307/2006/1SIT/6272 dated
29.12.2008 issued by this Department in this behalf.
The expenditure shall be borne by the borrowing Departments/ Boards/
Corporations/Agencies/Authorities who are utilizing the services of the IT professionals. In the event an IT Professional is found fit/suitable for renewal/ extension of his contract based on justified requirements, he/she may be allowed a raise 5% over the base amount specified.
Hartron shall prepare a standard form of ‘Service Contract Agreement”
to be signed with the IT personnel, which shall be got vetted from Labour Department and shall circulate the same to all the Departments/ Organisations. The said contract Agreement shall be prepared both for the initial engagement as well as the extension/ renewal of contract.
Every IT professional engaged on contract basis may be allowed 10 days Casual leave in a calendar year during the period of engagement. Any leave beyond this period would entail prorated deduction from his job work fee. The IT Professionals, engaged on job-work fee/ contract basis in accordance with the above, would also be entitled to payment of TA/DA whenever required to undertake journeys for official duties
at the same rate/ scale as is permissible to a regular employee of equivalent level in the State Government.
IT professionals, who are not covered under the ESI scheme, would also be entitled to payment of fixed medical allowance @ Rs.500 per month over and above the consolidated remuneration/job work fee as prescribed. In cases where ESI contribution is mandatory, the Department/ organization shall deposit the same over and above the fixed remuneration.
In case any person so engaged is currently drawing a higher amount of job work fee/ contract remuneration than the revised remuneration/amount, the same will be protected till it gets neutralized with annualized increase.

Haryana Police to recruit 675 constables

The Haryana Police has invited applications from young, energetic, courageous male candidates who are willing to serve anywhere in India or abroad as per requirement for filling up of 675 posts of temporary constables in 4th India Reserve Battalion which have an operational requirement on All India basis.
While stating this here today, a spokesman of the Police Department said that selection would be made in accordance with the special provisions approved by the Government. Benefit of reservation would be given only to those SC/BC candidates who are Residents of Haryana State.
Other relaxations would be given as per rules / instructions as applicable.
He said that no person would be appointed to the post of constable, unless he produced a certificate of character from the Principal Academic Officer of the University, College, School or Institution last attended, if any, and similar certificates from two other responsible persons, not being his relatives who are well acquainted with him in his private life and are unconnected with his university,
college, school or institution.
The minimum required educational qualification was 10+2 pass from Board of School Education, Haryana or any other Board recognized by it for all categories. For general category candidates the age would be 18 to 21 Years as on 1st July, 2010. Upper age limit was relaxable upto 5 years for SC/BC candidates. There would be no reservation for
Ex-Servicemen (ESM) in this recruitment for 4th IR Bns. (The shortfall of 96 posts of Ex-Servicemen quota (Horizontal) of this Bn. will be made good while filling up posts of constables in other IR Bns. in lieu of these posts, he added.
The spokesman said that applications could be submitted at the Selection Center, Commissionerate of Police, Police Lines, Gurgaon by April 21, 2010.Registration of candidates for recruitment would begin on 1st April, 2010 at 9.00 a.m at the Commissionerate of Police,
Police Lines, Gurgaon.
He said that every application should be accompanied with original Treasury Challan or Indian Postal order for payment of Rs.10/- for General Category candidates. However, there would be no application fee for candidates belonging to SC and BC categories.

English paper leaked, cancelled and now on March 30

Haryana School Education Board has cancelled the examination of English Core of senior secondary second semester of evening shift as it was leaked and now it would be conducted on March 30.
While stating this here today, Secretary of the Board, Mr Mandeep Singh Brar said that today morning his office had received a complaint regarding leakage of the paper and immediately teams of senior officers were rushed to various places to look into the matter. It was only after getting primary information from them that the decision to cancel the paper was taken.
He said that an FIR has also been lodged with the police in this regard and a high level investigation team has been constituted under Deputy Secretary. Stern action would be taken after getting reports from the police and the investigating team, he added.

Haryana State Athletic Association president Nafe Singh Rathi has approved the association’s activity calendar for 2010-2011 in consultation with the senior members of the association.
HSAA secretary HS Bhadu released the activity calendar. He disclosed that the Haryana State Junior Athletics Championships will be held at Ambala from July 16 to 18. Haryana to give loan for self marraiage for Govt employees

The Haryana Government has decided to extend the facilities of marriage advance to self marriage of government employees with immediate effect.
A letter, which is addressed to all Heads of Departments, Divisional
Commissioners, Deputy Commissioners and Sub Divisional Officer(Civil),
issued by the Finance Department states that the advance for self
marriage (male/female) is limited to Rs.one lakh or 15 months
pre-revised basic pay (including DP/Spl.Pay and NPA) of the employees
whichever is less.
Instructions has also been issued to scrutinize and deal the advance
cases in accordance with the instructions and ensure that the
applications complete in all respect are sent to the Finance
Department two months before the date of marriage. Incomplete cases
received by the department will not be entertained

MDU announces examination schedule

Maharshi Dayanand University (MDU), Rohtak has released the examination schedule for annual examination schedule for annual examinations, 2010 of Under-graduate classes (B.A./B.Sc./B.Com.).
MDU Controller of Examinations (COE) K.C. Dadhwal said that annual examinations in respect of Directorate of Distance Education (DDE) students and Fail/Improvement/Additional subjects cases will commence from March 20. The examinations in respect of regular students and compartment cases will commence on April 1.
The COE K.C. Dadhwal informed that the date-sheet(s) are available on the University website: www.mdurohtak.com. He said that the University is making all necessary arrangements for smooth and fair conduct of examinations.

Haryana to give Rs 5 lakh to Indian hockey team

Haryana Sports Minister Gopal Kanda announced to give a sum of Rs. 5 lakh to the Indian hockey team on winning match against Pakistan in Hero Honda FIH World Cup. He also announced to give a sum of Rs. 1 lakh each to those players of Indian Hockey team who scored goals against Pakistan in the inaugural match on February 28.
Mr. Kanda, who was talking to the media persons at under construction Murlidhar Kanda Memorial School, Sirsa, congratulated Indian team on their magnificent victory against Pakistan.
He said that the Haryana Government was giving a number of cash incentives to promote games on large scale in the State. Outstanding sportspersons were being appointed in Haryana Police on high positions.
As per new sports policy, a cash prize of Rs. 3 crore, Rs. 2 crore and Rs. 1 crore was given to those players of Haryana who won gold medal, silver medal and bronze medal, respectively in Olympic Games.
Mr. Kanda said that Haryana Sports Akademi would be set up on the patron of Sports Authority of India, where training would be imparted to the players by the international level coaches.
He said that Haryana Government had increased manifold the amount of cash prizes for sportspersons of the State winning medals in national and international sports competitions.
He said that the amount of cash prize to sportspersons winning gold medal n the national/SAF Gmes had been increased from Rs.55,000 to Rs. 3 lakh and those of winning silver and bronze medals had been increased from Rs.35,000 to Rs. 2 lakh and from Rs.25,000 to Rs. 1 lakh, respectively.
Similarly, the cash prize for the sportspersons winning gold medals in the Asian Games had been increased from Rs. 1 lakh to Rs. 4 lakh and for those winning silver medals from Rs.75,000 to Rs. 3 lakh and for those winning bronze medals from Rs.75,000 to Rs. 2 lakh, he added.
The Minister said that the sportspersons winning gold medals in the World Cup/Championships would now get Rs. 5 lakh instead of Rs. 3 lakh and sportspersons winning silver medals would get Rs. 4 lakh instead of Rs. 2 lakh. The sportspersons winning bronze medals would be given a cash prize of Rs. 3 lakh instead of Rs. 1 lakh.
