Dharam Vir announces election programme of MC Rewari

The Haryana State Election Commissioner, Mr Dharam Vir,  said that the  programme for the  General Election of  Municipal Council, Rewari has  been issued today.
He said that the notice shall be published by the Returning Officer on January 17,2013 for inviting nominations.The nomination papers shall be presented from January 24 to 31 between 11 a.m. and 3 p.m. on these days. On the same dates, the list of nomination papers received shall be posted. On February 1 before 11 a.m. the information shall be furnished by the candidate in the prescribed format to the concerned Returning Officer that he is not suffering from any disqualification. The nomination papers shall be scrutinized on February 1  at 11 a.m. onwards and lasat date for withdrawal of candidature by a candidate is February 2, between 11 a.m. and 3 p.m.
He said that symbol shall be allotted to the contesting candidates on February 2 after 3 p.m. and the same day the list of contesting candidates would be posted.The list of polling stations shall be posted on February 2. The poll, if any, shall be held on February 10,2013 between 8 a.m. and 4 p.m. The votes polled shall be counted immediately after the close of polling at the polling station itself the same day.The result shall be declared immediately after the counting.
He said that the Model Code of Conduct in respect of the Municipal Election has come into force from today that is January 14,2013. No officer or official connected with the election work shall be transferred till the completion of election process, he added.
Mr Dharam Vir said  that there are 31 wards and 84498 voters in Municipal Council, Rewari and elections of Municipal Council shall be conducted with Electronic Voting Machines (EVMs). Keeping in view  criminalization of politics  and that  persons convicted by court of law for criminal offences are entering into the election fray and contesting elections, the State Election Commission had issued directions in compliance of the orders of the  Supreme Court of India to the effect that a contesting candidate is required to submit in writing his criminal background, if any, details of moveable or immoveable assets and educational qualifications.  Besides, he has also to submit with his nomination paper in the shape of affidavit that he is not suffering from any disqualification as provided in Section13 A of the Haryana Municipal Act, 1973 and  Rule 21 of the Haryana Municipal Election Rules, 1978.
He said that the Commission has prescribed the limit of the expenditure, that might be incurred by the contesting candidates or his authorised election agents in connection with the election, to Rs.75,000    for a member of Municipal Council. The contesting candidates are also required to maintain account of election expenditure and  submit the same within 30 days from the date of declaration of the result of the election to the Deputy Commissioner or with any other officers specified by the Commission, failing which the defaulting candidate shall be liable to be disqualified under the Haryana Municipal Election Expenditure (Maintenance and Submission of the Accounts) Order, 2006  for three years from the date of issue of such order, he added.
Mr Dharam Vir said that any person whose name is not included in the electoral rolls of Municipal Council, Rewari finally published on January 5, 2013 might apply to the Deputy Commissioner, Rewari alongwith a fees of rupee one not later than four days from the date of publication of election programme.
