Guidelines for posting of IAS and HCS officers

The  Haryana Government has issued guidelines for the posting of IAS and HCS officers, admissibility of Senior Scale, Selection Grade and Super Time Scale of HCS (Executive Branch) and including posts of Heads of Departments in the HCS (Executive Branch) cadre.
            While stating this here today, a spokesman of Personnel Department said that the Government has ordered that on their entry in the Service, the IAS officers borne on Haryana cadre, would be appointed as Joint Secretary to Government or on posts equivalent to Joint Secretary to Government. Also, the IAS officers in the Senior Scale, Junior Administrative Grade and Supertime Scale, would be appointed as Additional Secretary to Government, Special Secretary to Government and Secretary to Government respectively or on posts equivalent to Additional Secretary to Government, Special Secretary to Government and Secretary to Government respectively.
He said that on appointment as Additional Secretary to Government, Special Secretary to Government and Secretary to Government, the post of Joint Secretary to Government, Additional Secretary to Government and Special Secretary to Government held by such an officer shall stand upgraded to that of Additional Secretary to Government, Special Secretary to Government and Secretary to Government respectively and if the officer is holding some ex-cadre post or deputation post in a Corporation or Board etc. the said post shall be declared equivalent to that of Additional Secretary to Government, Special Secretary to Government and Secretary to Government respectively.The upgraded posts shall be personal to the eligible incumbents, he added.
He said that similarly, the State Government has also ordered that on their entry in the Service, the HCS (Executive Branch) officers would be appointed as Deputy Secretary to Government. Ocompletion of 10 years,15 years and 18 years of satisfactory service counted from the year of appointment, the HCS (Executive Branch) officers would be appointed as Joint Secretary, Additional Secretary and Special Secretary respectively.
He said that the HCS (Executive Branch) officers holding Selection Grade would be  re-designated as Additional Collector or Additional Director etc.
The period of 10 years, 15 years and 18 years referred to above counted from the year of appointment shall be deemed to have been completed on the last day of the 10th. 15th and 18th calendar year from the year of appointment. To illustrate, an officer whose year of appointment is 2000 shall be deemed to have completed the service of 10 years, 15 years and 18 years on December 31,2009, December 31,2014 and December 31,2017 respectively for this purpose and he shall, therefore, be eligible for appointment to the post of Joint Secretary, Additional Secretary and Special Secretary with effect from  January 1,2010, January 1,2015 and January 1,2018 respectively and so on.The upgraded posts shall be personal to the eligible incumbents, he added.
The Government also  ordered that the Senior Scale, Selection Grade and Super Time Scale of HCS (Executive Branch) shall be admissible to the Members of Service after completion of 5 years, 10 years and 15 years of regular satisfactory service respectively.
He said that the period of 5 years, 10 years and 15 years referred to above counted from the year of appointment shall be deemed to have been completed on the last day of the 5th. 10th and 15th calendar year from the year of appointment. To illustrate, an officer whose year of appointment is 2000 shall be deemed to have completed the service of 5 years, 10 years and 15 years on December 31,2004, December 31,2009 and December 31,2014 respectively for this purpose and he shall, therefore, be eligible for appointment to the post of Senior Scale, Selection Grade and Super Time Scale of HCS (Executive Branch) with effect from January 1, 2005, January 1,2010 and January 1,2015 respectively and so on.
The grant of the aforesaid scales shall be reckoned as regular promotion and these shall be allowed after examining Annual Confidential Reports and other relevant documents in each case in accordance with the instructions issued by the Haryana Government from time to time.
Apart from this, the Government has also ordered  that the following posts of Heads of Departments would be included in the HCS (Executive Branch) cadre. These are Director, Employment;Director, Archives and Director, Welfare of Scheduled Castes and Backward Classes.
He said that the Government also decided that for the purpose of better management, while posting of HCS (Executive Branch) officers, following categories would be kept in mind subject to availability of officers and administrative requirement. The Category-I shall include Posts for HCS(Executive Branch)) Officers upto 5 years of service that is City Magistrate;Joint Controller, Civil Defence;Assistant Director, Consolidation; Secretary, Municipal Corporation;Officer on Special Duty-office of Divisional Commissioner.
The Category -II shall include Posts for HCS(Executive Branch) officers between 5 to 15 years of service that is Sub Divisional Officer(C);General Manager, Haryana Roadways; Secretary, RTA; Additional or Joint Director(Indl.Training, Agriculture, PWD B&R;Development and Panchayats, Women and Child Development Primary Education(2), Medical Education, Food and Drugs Administration, Technical Education;Secretary, HUDA, Haryana Warehousing Corporation,Haryana Electricity Regulatory Commission, Dairy Development Corporation. Haryana Housing Board, Haryana Agro and Ind. Corporation; Estate officer, HUDA(Panchkula, Gurgaon, Faridabad, Hisar);Deputation with Chandigarh Administration; Joint Commissioner (Municipal Corporation).
The Category –III shall include Posts for HCS(Executive Branch.)officers with 15 years or more service that is Controller, Printing and Stationery;Additional Registrar(Admn.)Coop. Societies; Additional Chief Electoral Officer; Additional Excise and Taxation Commissioner; Additional Transport Commissioner(Roadways Wing);Additional Transport Commissioner(Regulatory Wing);General Manager (Projects) Irrigation;Additional Labour Commissioner;Addl. Director(Higher Education, Health Services(2),Tourism, Urban Local Bodies, Secondary Education(2) and Information, Public Relations and Cultural Affairs;Additional Deputy Commissioner and Heads of Departments, he added.
