Bring down pendency of cases top priority: CJ Kaul

The  Haryana Governor, Mr. Jagannath Pahadia,  today administered the oath of office to Mr. Justice Sanjay Kishan Kaul as the Chief Justice of the Punjab and Haryana High Court  at Haryana Raj Bhavan.        Besides the family members of Mr. Justice Sanjay Kishan Kaul and the Judges of Delhi and Punjab and Haryana High Court, the function was attended by Haryana Chief Minister, Mr. Bhupinder Singh Hooda, Punjab Chief Minister Mr. Parkash Singh Badal, Haryana Education Minister Mrs Geeta Bhukkal and senior officers of Haryana, Punjab and Chandigarh.
    Interacting with the media persons after the oath,  Justice Sanjay Kishan Kaul said that his priorities would be to bring down the pendency of cases which are currently about 11.51 lakh in district courts of Punjab, Haryana and Chandigarh.
He said that the strength of judges of Punjab and Haryana High Court has reached 41 as against the sanctioned strength of 68 judges. Shortage of judges leads to pendency in the cases and the ideal strength should be between 50 to 55. To lessen the burden on the court, he emphasized upon strengthening of alternative dispute resolution by the government, he added.  
Born on December 26, 1958, Justice Sanjay Kishan Kaul was elevated Additional Judge of the High Court of Delhi on May 3, 2001 and appointed as a permanent judge on May 2, 2003. Earlier, he was enrolled as an advocate on July 15, 1982.
Justice Kaul studied in Modern School in New Delhi and then graduated in Economic (Honours) from St Stephen's College, University of Delhi in 1979. He obtained LL.B. degree from the Campus Law Centre, University of Delhi in 1982.
He practiced as an advocate in Delhi High Court and the Supreme Court of India, mainly in commercial, civil, writ, original and company matters. He also appeared before the MRTP Commission, Company Law Board, Debt Recovery Tribunal and Arbitrators.
