PSUs and bureaucrats main architects of growth: CM

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, has said that Public Sector Undertakings (PSUs) and bureaucrats are the main architects of growth. The concept of PSUs was given by our first Prime Minister, Pt. Jawahar Lal Nehru and PSUs have played an important role in the task of nation building.
 Mr Hooda was speaking at the BT-Star PSU Excellence Awards, 2013 function in New Delhi last evening, which was organized by the Bureaucracy Today group. Awards were given away in different categories to PSUs showing excellent performance and also to the bureaucrats, who contributed their best in achieving the excellent performance of the companies.
            Mr Hooda said that Haryana today is one of the leading progressive States in the country. There are four parameters to measure the progress of any State that is per capita investment, per capita income, per capita Plan Budget and resource mobilization. Haryana is ahead of other States in all these four parameters. In per capita investment, it is number one in the country. In per capita income, it is ahead of other States except Goa. Per capita Plan Budget of Haryana is the highest. The Plan Budget of the State has gone up from about Rs. 2300 crore in 2005 to over Rs. 26000 crore in 2013. In mobilizing financial resources, Haryana has outperformed the major States in the country. According to a Planning Commission report, Haryana mobilized resources to the extent of 192 per cent of the projections, as against the national average of 92.5 per cent.
            About the State PSUs, Mr Hooda said that they have played an important role in achieving commendable heights. From being primarily an agrarian State, Haryana has today developed into one of the most industrialized states. Haryana Urban Development Authority (HUDA) has transformed the urban landscape of Haryana. Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has played a commendable role in development of world class industrial infrastructure in the State. Similarly, Haryana State Agriculture Marketing Board, which functions like a PSU, has helped in getting best price of the produce to the farmers as well as the consumers.
Mr Hooda said that in nation building PSUs, bureaucrats, leaders and other entities also play an important role. Some PSUs are real architects, whereas some have become white elephants. For the proper pace of the progress, air in every tyre of the car should be full, he said. It is actually a team work of all, he added.
Mr Hooda complimented the organizers for organizing the Excellence Awards event and congratulated the award winners for their excellent performance. These awards will motivate the PSUs to do even better and inspire others to emulate success, he said.                        
         Those present on this occasion included Lt. General Nirbhay Sharma, Governor of Arunachal Pradesh, Mr Shekhar Dutt, Governor of Chhatisgarh, Mr T.K. Nair, Chairman of the Jury and other members of the Jury, the Chairman of the BT Mr Mohammad Ilyasi, Ambassadors and High Commissioners of some countries and other prominent personalities.    
            In all, awards were given in seven categories and Life Time Achievement Award. Special Award for Turnaround Category (small PSUs) was given away to Bharat Coking Coal Ltd. Life Time Achievement award was given away to Col Wahi. Excellence in Innovation Award was bagged by Bharat Heavy Electricals Ltd. among large PSUs.  Among Mini-Ratna companies Mr Ashok Yadav, Managing Director of HAFED received the award for the exemplary performance of the company
