CCTV to be installed in pubs and bars in Gurgaon

 NOW CCTV CAMERAS would be installed in premises, entry and exit points of Pubs and Bars in district Gurgaon within 15 days.
District Magistrate Mr Shekhar Vidyarthi has issued orders today under Section 144 of CrPC. He ordered the owners and managers of bars and pubs that the CCTV cameras should be of good quality and the footage be kept stored at least for 30 days. They are further directed not to keep their bars and pubs open after the prescribed limit of 12.00 pm and they would ensure that liquor is not served to underage people and no employee waiter and waitress serving liquor should be below 25 years of age. The ID proofs of the customers should be checked to verify their age. The orders also said that it is imperative and necessitates for the owners and managers to put up boards on prominent places displaying “No Liquor will be served to the people under 25 years of age.”     
          The orders read that serving liquor to underage boys and girls and keeping the pubs and bars beyond mid night is violation of Haryana Excise Policy 2013- 2014 and Punjab Excise Act, 1914. This violation needs to be curbed and the provisions of Excise Act and Excise Policy would be enforced in letter and spirit. Section 29 of Punjab Excise Act 1914 prohibits sale of liquor to persons under the age of 25 years and Section 62 of the Act provides penal provisions for violation.
       The orders have come into force with immediate effect till further orders. The violators will be booked under Section 188 of IPC besides imposing of fines and penalty. 
          The District Magistrate has said that many a people, especially youngsters, consumes liquor in the pubs and bars and under the influence of liquor or intoxication tempers may run high and brawls may take place. In such a scenario the possibility of crime against women cannot be ruled out. The CCTV cameras will help in checking these crimes. He said that during investigations also it becomes difficult to identify or recognize the actual culprits involved in brawls in absence of CCTV cameras. Hence it becomes necessary to record the activities on CCTVs so that the footage of the camera can be utilized to ascertain the facts to be relied upon.
