CHANDIGARH, JAN 14
The Indian National Lok Dal (INLD) has asked Haryana Chief Minister Bhupinder Singh Hooda to accept the genuine demands of agitating Government employees.
In a statement issued here today, INLD president Ashok Arora said that the wrong policies of the Hooda Government have put the employees at the receiving end and they are being forced to adopt the way of agitation. Moreover, the government’s adamant behavior towards employees' demands may create chaos, added Arora.
The employees are demanding pay scale, allowances and pension at par with Punjab, implementation of Sixth Pay Commission on the Punjab pattern. Criticizing privatization of Haryana Roadways by giving private permits, Mr Arora said that the employees are demanding regularization of the guest teachers and ad hoc employees. But the government has ignored their demands.
Mr Arora said that since the Hooda has taken charge in Haryana as Chief Minister, the government has been taking anti-employees decision which has irked the employees.
The Haryana government also reduced the pay-grades while implementing the recommendation of the Sixth Pay Commission. Moreover, the government has also refused to provide full pension benefits to the employees who have retired on January 1, 2006 while completed 28 years in service, but the government has provided the pension from April 2009 instead of January 2006, he added. Now the employees are demanding that the government should implement the Sxth Pay Commission in toto. He said that the employees leaders have said that states of Haryana and Himachal were carved out from Punjab as Himachal government was providing benefits to its employees on the pattern of Punjab then why Haryana government was lagging behind, besides tall claims of making Haryana number one state of the country.
The INLD leader said that Hooda government had also mislead the people by making false announcements in the Gohana rally but soon after the rally the employees of the state declared a two days strike and complete chakka jam. He said that the Hooda government will be responsible for the inconvenience of the common man if it will not solve the issue because the Haryana employees further declared three days complete strike and chakka jam from January 21 to 23. He said that Hooda government, since it took over in 2005, has implemented several anti-employees policies and it has also dismissed more than three thousand employees of Haryana Industrial Security Force and several employees of the Universties . He said that during the INLD regimes new buses were inducted into the fleet of haryana roadways to bring it out from the loses but now the Hooda government was trying to privatise Haryana roadways to provide permits to their near and dears of the Congress leaders. The INLD leader said that Hooda government has also encouraged private contractors in several government departments including Power Corporation, Public Health, PWD and irrigation department. Instead of making regular appointments in the education deparment the state government has appointed guest teachers. He recalled that the then Chautala government had formed a policy to regularize work charge and daily wages workers and other ad-hock employees but the Hooda government has abolished that policy. Moreover the government has also changed rules of the ex-gratia policy under which next kin of the employees were eligible for the government job in case of untimely death of the employee. He also accused the Hooda government of exploiting employees working on contract. He also assured that all genuine demands of these employees will be accepted if the INLD comes to power.
