The colonizers in Gurgaon have been directed to submit status report of the basic facilities being provided in the colonies developed by them within a week with the time frame to remove the shortcomings.
These directions were given today by the Deputy Commissioner,GurgaonShekhar Vidyarthi while presiding over a meeting of Colonizers of Gurgaon district in the meeting hall of mini secretariat. He said that now Haryana Urban Development Authority (HUDA) has enhanced the capacity of treatment plants, so now treated water is available in abundance. The private colonizers are advised to take treated water from HUDA and close all the registered tubewells used for drinking water supply in the colonies developed by them. This will help stop further depletion of underground water in Gurgaon, which is a matter of great concern for residents here.
He said that HUDA will provide bulk water to the colonizer but its internal distribution is the responsibility of the colonizer. So, the colonizers should submit a status report about the basic facilities being provided in the colonies developed by them and the time schedule they require to upgrade or put the services in place which they are ought to provide by virtue of conditions of license. According to Mr Vidyarthi, the private colonizers are required to submit status report about the condition of roads, water supply, street lights, sewerage, storm water drainage, parks and community centers in the colonies developed by them. If there is any shortcoming, they should submit an action plan in consultation with the concerned Resident Welfare Association (RWA) to remove that shortcoming. The colonizers can seek help from the concerned Executive Engineer or Superintending Engineer in preparation of work schedule and even then, if their problem is not solved they should contact him. Also, a copy of all correspondence with the HUDA, MCG Authorities or Senior Town Planner (STP) should be sent to him, so that he is aware of steps being taken by them. He said that HUDA, a government developer, will perform these tasks in their area. After receiving the status report and work schedule, he would prepare an inspection chart of the colonizer areas. “I would inspect and interact with the RWAs,” Mr Vidyarthi said.
The STP R K Singh said that under Section 3 of Urban Area Act, all colonizers are responsible for maintenance of services like parks, street lights, roads, water supply, storm water drainage, sewage for a period of 5 years after taking completion in the colonies developed by them. In Gurgaon, very few of the colonizers have taken completion.
The Superintending Engineer of HUDA A K Gupta said that earlier water was being supplied though two rising mains of 900 mm and 1100 mm in Gurgaon and at that time there was scarcity of water. Hence, supply from tubewells was allowed. But now, a third rising main of 1600 mm has been laid which mainly supplies water to Zone-III and water is excess there. The earlier two rising mains were now used for Zone-I & II only. If required HUDA will install boosters. In total, now 104 MGD treated water is generated. He claimed that availability of water was more and there were less takers. According to him, In DLF and some other colonizer areas, the water supply system is pocket wise through tubewells. Now, HUDA will provide enough water in bulk at one place for all pockets in those areas for which they will have to arrange storage tanks and also upgradation of internal distribution system is required, then only their system would work effectively.
In the meeting, STP RK Singh, DTP (P) Vijender Rana, SE HUDA AK Makkan and AK Gupta alogwith representatives of DLF, Ansal Enterprises, Ansal Buildwell, Uppal Southend, Malbu Town, Mayfield Gardens, Ardee City, ABM Developers and other colonizers were also present.
