Screen Test Aid for Learner Driving License in all RLAs of Haryana

CHANDIGARH, APRIL 30Haryana Transport Commissioner Sumita Misra said that Screen Test Aid for Learner Driving License (STALL) would be implemented in all Registering and Licensing Authorities (RLAs) in the state during May 2014.
Mrs. Misra was addressing a State level workshop of Registering and Licensing Authorities on IT initiatives here today.
She said that presently STALL is being implemented in 22 RLAs and learner license would only be issued to people who would successfully pass STALL. This test would help in minimizing the risk of accidents due to lack of knowledge of driving, traffic sense and rules. Safety of driving license holders as well as others on road is a matter of great concern which needs to be ensured, she added.
Mrs. Misra said that process of issuing Smart Driving Licenses is on advanced stage and the same would soon be launched in the state. The RLAs have been asked to fill user id form for this purpose. The department is trying to make all application online so to facilitate the citizen. She said that dealer point registration system is a big initiative launched by the department as vehicle owners would not have to visit anywhere for passing of vehicle. She asked of the officers that this system has to be fully operational across the state within the month of May 2014.
While reviewing the position of High Security Registration Plates (HSRP), she also directed the representative of HSRP vender to streamline the HSRP all over the state and make available the HSRP to vehicle owners in a week. Any laxity in this regard would not be tolerated and stern action would be taken accordingly.
Mrs. Misra also directed the Sub Divisional Magistrates and Regional Transport Authority to ensure the mobile number of vehicle owners or aspirants of driving license so as to facilitate them through online SMS services. She also directed them that all priority number should be given on first cum first serve basis. For this purpose, a board should be set up in all RLAs. Apart from this, implementation of STALL should also be ensured in all offices. All officers should themselves examine VAHAN and SWAN connectivity in their respective offices. She also directed to activate their email addresses and makes it a habit to check email and reply on that.
She also sought active cooperation of RLAs in making the Transport a leading department in terms of IT enabled services and to ensure best services to the people.
A presentation of IT initiatives of the department was given during the workshop.
Additional Transport Commissioner Mr. Jagdeep Dhanda, senior officers of the department, all Sub Divisional Magistrates and Regional Transport Authority also participated in the workshop.
