HAFED starts procurement of spring sunflower seed

CHANDIGARH, June 23
Haryana Chief Minister Bhupinder Singh Hooda said that  Haryana State Co-operative Supply and Marketing Federation Limited  (HAFED) has started procurement of Spring Sunflower Seed from today for the marketing season 2013-14 at Minimum Support Price (MSP) of Rs.3,700 per quintal   conforming to FAO specifications.
.The  procurement will continue upto  July 15, 2014 for the marketing season 2013-14..
          While referring to broad   terms and  conditions for purchase of Sunflower seed, a spokesman of Hafed said   that   the purchase  of Sunflower seed is only to be made from the shops of Cooperative Marketing Societies of the area concerned directly from the farmers.  The services of commission agents or kachcha arhtias are not allowed to be utilized. The stocks to be procured seed will strictly conform to the prescribed specifications. 
The National Agricultural Cooperative Marketing Fedration  (NAFED) will depute surveyor or inspector at the storage centres,CWC,SWC and Hafed godowns.  In case the stocks do not conform to the FAQ specifications, the stocks will not be accepted by NAFED.   It shall, therefore, be ensured that the stocks procured are strictly as per FAQ specifications.To ensure that purchases are made only from farmers, proper documents showing the genuineness of the farmer and his land holding alongwith the crop sown or grown in the form of land record, Girdawari, khata-khatauni or any document of the State or local Government issued by an authorized authority is to be obtained and concerned society will keep such records. It   will also ensure that there is no over-writing, cutting or erasing   to avoid any manipulation.  These land records and documents must indicate that the commodity, which is being offered under Price Support Scheme (PSS), has been harvested by the farmer from his own or leased land and the quantity delivered by the farmer should be in proportion to his land holding and average yield district-wise declared by the concerned authority.
          He said that the payment to the farmer shall be made through account payee cheques or through RTGS for the stocks procured under the Price Support Scheme after obtaining proper receipt.
          He said that    NAFED is the Central Nodal Agency for the procurement of oilseeds and pulses under Price Support Scheme. Nafed undertakes procurement of these commodities through  State Level Supporters, which in case of Haryana is HAFED. Under the scheme purchases are made directly from the farmers only on the shops of Cooperative Marketing Societies of respective area, without any involvement of Arhtias, as and when prices of the pulses and oilseeds conforming to FAQ specifications rule below/ at the Minimum Support Price (MSP) fixed by the Central Government.
          He said that the production and  arrival of Sunflower Seed in Haryana is mainly in the districts of Kurukshetra, Ambala and Yamuna Nagar.
