Haryana Chief Minister Mr. Bhupinder Singh Hooda today made two major announcements for ex-servicemen and serving defence personnel which include giving a weightage of 25 marks to Veer Naris of martyrs of State in the recruitment of the post of Anganwadi Workers and allotment of two acres of land on concessional rate in Sector-27, Panchkula for establishing a Defence Service Officers Institute (DSOI).
Mr. Hooda who was presiding over the Civil-Military Liaison Conference - 2014 held at the Western Command Headquarters in Chandi Mandir near here today said that widows of defence personnel were already being given weightage of 15 marks in recruitment to these posts.
Mr. Hooda said that recently the State Government has decided to give employment, on compassionate grounds, in Class III and IV posts to one eligible living spouse or dependent child of a martyr of the Armed Forces or para-military forces who is killed in action in border skirmishes, terrorist attacks or riots.
He said that the State Government has already appointed Assistant Secretaries having Army background in the Rajya Sainik Board and Zila Sainik Board to assist in addressing problems and issues pertaining to Ex-servicemen belonging to the State. Apart from this, they have also been given the mandate to fill the vacant posts at various levels. Mr. Hooda said that special campaign has been launched in the State to fill the vacant posts in the category of ex-servicemen in various government departments. He said that directions have been issued to the Rajya Sainik Board to put the entire information pertaining to the vacant posts of ex-servicemen category on the website for their convenience.
While claiming that his regime had taken several decisions for the welfare of serving soldiers, ex-Servicemen and their dependents, Mr. Hooda said that Haryana has always been in forefront in honouring its brave soldiers and officers who have made supreme scarifies in the service of the nation. He said that it is matter of pride that with only 1.3 per cent of geographical area and 2 per cent of the population of the country, the state represents approximately 2.7 lakhs ex-servicemen. Besides, every 10th soldier in the armed forces of the country belongs to Haryana.
The Chief Minister said that the State Government has allocated Rs. 37.5 crore for the welfare of the serving soldiers, ex-servicemen and their dependents. The State Government has enhanced the ex-gratia grant to the dependents of the Martyrs from Rs. 2.5 to Rs. 20 lakh and has increased the relief to the injured soldiers from Rs. 50,000 to Rs. five lakh with effect from February 19, 2014. Apart from this, the State Government also awards Rs. 10 lakh to the next of kin of all the ranks who attained martyrdom during international war or war like engagement, he added.
Mr. Hooda said that the State Government has launched an ambitious project of providing 50,000 constructed dwelling units in different urban estates of the State. In the first phase of this scheme, an advertisement has been issued for registration of 13,696 dwelling units for the defence personnel of JCO’s and other ranks at 8 different places. He said that the State Government also provides 8 per cent reservation to the serving soldiers and ex-servicemen for allotment of plots in different urban estates. The State Government has recently carved out exclusive Defence Colonies or Defence Sectors in Rohtak, Jind, Rewari,Jhajjar and Hisar.
He said that Ex-servicemen above 60 years of age and getting no pension from Government are given financial assistance of Rs 2000 per month. Similarly, the widows of ex-servicemen, who are not getting any pension, are given a financial assistance of Rs. 2000 per month. World War-II veterans and their widows, who do not receive any pension from Central or State Government and who were earlier given financial assistance of Rs. 1500 per month are given Rs. 3000 per month with effect from June 1, 2014. In addition to this, the Paraplegic, Tetraplegic and Hemiplegic ex-servicemen are given financial assistance of Rs. 1500 per month. Blind and Disabled ex-servicemen who are not in the receipt of any pension are also given financial assistance of Rs. 1500 per month. Also, war widows get Rs. 2000 per month in addition to their pension.
Referring to various steps taken to look after the members of their families, Mr. Hooda said that financial assistance of Rs. 51,000 is given for the marriage of orphan daughters of ex-servicemen and Rs. 21,000 for daughters of widows of martyr soldiers and ex-servicemen who are suffering more than 50 per cent disability. Similarly, a sum of Rs. 11,000 is given for the marriage of daughters of widows of ex-servicemen. For construction and repair of houses, financial assistance of Rs. 40,000 is given to the widows of soldiers who sacrifice their lives during war and those who suffer 100 per cent disability, he further added.
Mr. Hooda said that the annuity has been raised from Rs. 10,000 to Rs. 50,000 for recipients of Param Vir Chakra, Ashok Chakra, Maha Vir Chakra, Kirti Chakra, Vir Chakra, Shaury Chakra, Sena Medal and Mention in Dispatch. Now Param Vir Chakra and Ashoka Chakra awardees get Rs. 3 lakh per annum as compared to Rs. 2.50 lakh earlier. Apart from this, the State Government has enhanced the cash award for war time gallantry award winners as well as peace time gallantry awards with effect from February 19, 2014. Further, the State Government has enhanced the awards money for Param Vir Chakra, Maha Vir Chakar, Vir Chakar, Sena Medal, Mention-in-Dispatch from Rs 31 lacs, Rs 21 lacs, Rs 15 lacs, Rs 7.5 lacs and Rs 5.5 lacs to Rs 2 crores, Rs one crore, Rs 50 lacs, Rs 21 lacs and Rs 10 lacs respectively. Similarly, the award money for Ashok Chakra, Kirti Chakra, Shaurya Chakra, Sena Medal and Mention-in-Dispatch has been increased from Rs 31 lacs, Rs 21 lacs, Rs Rs 15 lacs, Rs 7.5 lacs, Rs 5.5 lacs to Rs one crore, Rs 51 lacs, Rs 31 lacs, Rs 10 lacs and Rs 7.5 lacs respectively.
Mr. Hooda assured that the State Government would continue to give priority to the welfare of serving soldiers, ex-servicemen as well as their dependents. He hoped that the deliberations of this conference would further help in improving the cooperation between the two establishments, the State Government and Western Command and also in looking after our soldiers and their families, in a more effective way.
On raising the demand by the Western Command for allotment of land for establishment of Army Aviation Unit adjacent to Pinjore Flying Academy for using as a base for flying helicopters, the Chief Minister assured that he would get this matter examined.
While expressing his gratitude to the Chief Minister Mr. Bhupinder Singh Hooda for announcing benefits for ex-servicemen and armed force personals, Western Command GOC-in-C Lieutenant-General Philip Campose said that Mr. Hooda has always been friendly to the Army by his words and deeds. He said that Haryana is in the forefront in growth and prosperity under the able leadership of Mr. Hooda with highest per capita income in the country. Lt. General Campose said that people of Haryana and Military share enduring relationship and the State has given brave soldiers to the country.
