New transparent deed registration system

To further make the deed registration process simpler and less cumbersome, the Haryana Government has decided not to charge any service charge for Tatkal Appointments for the transaction value of up to Rs 5 lakh. Besides this, service charges will not exceed Rs 20,000 for tatkal appointments of transaction value of more than Rs one crore and for each normal appointment Rs 10 will be charged.
Stating this here today, an official spokesman said that in Haryana, a fully transparent deed registration system has been launched on December 25, 2014. A pilot project for New Deed Registration System has been introduced in the Tehsil situated at district headquarters of district Kurukshretra, Yamuna Nagar, Rewari, Rohtak, Jind, Kaithal, Karnal and Faridabad to make the deed registration work transparent but also time saving and people friendly.
He said that the State Government has set up Help Desks at Thanesar, Jagadhri, Rewari, Rohtak, Jind, Kaithal, Karnal and Faridabad for making Sub Registrar office citizen friendly and enhance transparency in Deed Registration work. He said that the presence of Sub-Registrar’s would be made mandatory in the office from 9 am to 2 pm.
He said that Help Desks would handle queries regarding Stamp Duty and Collector rates and prepare Deed by using standard deed templates. The Desks would do the preliminary checking of Deeds using check list to ensure that all the related documents have been supplied by the citizens.
The desks would also provide services of issuance of Appointments for Deed Registration process, delivery of Registered Deeds and providing Tatkal appointments by charging services charges based on the transaction value of the appointment, he added.
He said that the procedural workflow of deed registration in Sub Registrar office has also been issued. Under the procedural workflow of deed registration, for all types of deeds (except GPA, SPA and Will) parties or applicants would visit the E-Disha Kendra after preparing the deed for taking the appointment with Sub-Registrar. The applicant's photograph would be taken and appointment with Sub-Registrar would be given to the party on the date and time desired if available otherwise applicant can choose the date and time. Photo identity card of the applicant would be mandatory for getting the appointment. Applicant can choose the mode of delivery of registered deeds i.e. by hand or by post and deposit the cost of speed post delivery. If the applicant gets the appointment on the same day then they can go to sub registrar office for deed registration otherwise help desks officials would keep the deed and at the end of day all the deeds so collected would be sent to sub registrar office.
He said that the next step would be presentation of deed.   The concerned party would visit Sub-Registrar's office as per the appointed date and time. The counter of the sub-registrar office would take the deed, enter the appointment number in HARIS and give an acknowledgment slip to the party. After the presentation, Sub-Registrar office staff would send the deed to Registry Clerk.
He said that then the Registering Authority(RA) or Registry Clerk (RC) would check whether all the legal requirements are fulfilled or not and whether required annexure etc. are attached with the deed and to check presented documents duly stamped or not. After checking the deed RA/RC would put his initials on the deed, record his observations in software and move the deed to Sub-Registrar. On receiving the deed from Registration Clerk would call the parties and witnesses to verify their identity and deed and also mark the deed for entry in HARIS using AMS; otherwise Sub-Registrar would deny the registration by giving reason for denial in writing. Sub-Registrar would keep the one copy of the denial report duly signed by the party for office record. All the deeds marked by Sub-Registrar would come to HARIS counter for entry. HARIS would pick the deeds in First in First out (FIFO) manner. Appointment no, of the deed selected for entry would be displayed on LCD screen. Concerned party would then approach the counter for deed entry and photograph. After the deed entry is over, party would leave the Sub- Registrar office. If party is not available when their appointment number was flashed on the screen, HARIS operator would record their absence and fetch the next person in the appointment queue.
He said that all the registered deeds would be sent to help desk in a sealed envelope by hand. Parties would visit the help desk on the date or time mentioned on the acknowledgment slip given at the time of presentation to get the registered deed. Help desk officials would take the acknowledgment slip issued by HARIS and handover the registered deed to the concerned party after recording the delivery in software. Photograph and fingerprints of person taking delivery, would be taken or recorded by the counter. The   Document delivery hours at E-disha Kendra are fixed from 3 p.m. to p.m. daily. If the applicant so desires, the deed would be sent to him through speed post within three days. For this purpose the concerned person would have to deposit the postal charges.
