10 % reservation for EWS students in recognised private schools

The Haryana School Education Department has directed all private recognized schools in the state to reserve 10 per cent seats for students belonging to Economic Weaker Sections (EWS) of society and those living Below Poverty Line (BPL) from Classes I to XII with compliance to the provisions of Rule 134-A of Haryana School Education Rules, 2003.
While giving this information here today, an official spokesman said that in a written communication, the Principal Secretary, School Education Department has informed all District Education Officers, District Elementary Education Officers, Block Education Officers and Block Elementary Education Officers in the state about the mechanism for implementing the provisions of Rule 134-A of Haryana School Education Rules, 2003.
He said that in case of schools built or situated on HUDA land, this reservation would be upto 20 per cent. The concerned institutions have been directed to provide information regarding available seats in schools through website of school, notice board of school etc by April 1, 2015. Also, information of such seats should be sent to District Education Officer, District Elementary Education Officer and Block Education Officer of the concerned district or block.
He said that Committees would be set up at both District Level and Block Level in the state for effective implementation of Rule 134-A of the Haryana Education Rules, 2003. In District Level Committee, the District Education Officer (DEO) and District Elementary Education Officer (DEEO), whoever is senior between the two will be the Chairperson of the Committee. Apart from this, two persons of social repute already nominated including one person representing the ParentsAssociation and one person representing the Private School Association would also be part of the Committee. Similarly, the Block Level Committee would be chaired by the Block Education Officer (BEO) and Block Elementary Education Officer (BEEO), whoever is the senior between the two. One local Principal of a school in the Block will preside over the Committee in the absence of both the aforesaid officers. Apart from this, one person representing the Private School Association and two persons representing the Parents will be included in the Committee.

The spokesman said that all private schools must indicate their tentative vacancies to the extent of 10 per cent of current sanctioned strength of their respective schools. In case of schools built of situated on HUDA land, this reservation would be upto 20 per cent. Advertisement regarding admission process and declaration of vacant seats under Rule 134-A will be circulated in leading newspapers by DEO or DEEO of the concerned district. The details of EWS seats already filled or occupied in the schools would be furnished by the schools detailing class wide records in the prescribed format-II. All vacancies would be published publicly in format-I on the schools Notice Board and website and a copy to be sent to BEO concerned. The vacancies would also be published in the offices of DEO, DEEO and BEO on notice board. Applications for admissions will be accepted by Block Level Committee only under proper receipt to the applicant. He said that students can give up to five schools in order of preference with regard to the desired schools of admission without the Block or area restriction. However, for applying for school located in another block, applicant should submit separate application to the concerned BEO.

He said that the candidate of EWS and BPL category will furnish the income proof along with application. The role of school will be limited to admitting EWS and BPL students. The list of candidates will be drawn by holding draw of lots for students seeking admission to Class-I and in accordance with marks or grades obtained by them in previous class for admission to other classes. This list will be forwarded by the Block Level Committees which would be final and binding upon the schools. While rejecting any application, school would give recorded reasons thereof to Block Level Committee. He said that list of admitted students would be provided to the BEO concerned in the prescribed format-II. The BEO would compile the information of admitted students and send to concerned DEO and DEEO. The DEOs would compile the information of their respective District and send to the Directorate through e-mail within two days in the format-III.
The spokesman said that the admission process will be completed in three rounds. The information regarding admission will be shared via website, newspaper and display boards of District Level and Block Level Committees. If seats remain vacant even after third round, schools will submit their list to District Level Committees before May 15, 2015. Application form will be published in both Hindi and English languages. As per the proposed schedule for admission process, advertisement regarding admission in private recognized schools for EWS and BPL category seats will be published in newspapers latest by March 31, 2015. He said that date of application is April 1 to 20, 2015. Data Entry, scrutiny, assessment will be carried out fromApril 21 to 29 and publication of lists of applicants by school and BEOs will be held on April 30, 2015. The draw of lots at Block level will be held on May 1and it can continue the next day if necessary. Admission on the basis of draw of lots from May 2 and 7 and second draw of lots for remaining seats on May 8, 2015. Similarly, admission on the basis of second draw of lots will be held from May 9 to 14and third draw of lots for remaining seats if left onMay 15, 2015. If seats remain vacant even after third round, schools will submit their lists to District Level Committees before May 25, 2015.
He said that schools failing to comply with the provisions of Rule 134-A of Haryana School Education Rules 2003 would be subjected to withdrawal of recognition by the Department under the relevant rules on the recommendations of the District Level Committee. Any aggrieved person can submit his or her complaint either before District Level Committee or Block Level Committee. It must be ensured that the above instructions are complied in letter and spirit.
