For free and fair panchayta elections, 21 observers appoint

CHANDIGARH, SEPT 14
With a view to conducting free, fair and peaceful Panchayat General Elections 2015, the Haryana State Election Commission has appointed 21 Election Observers for all the districts of the state.
While disclosing the names of IAS officers appointed Election Observers, the state election commissioner, Mr Rajiv Sharma said that Mr Vijender Kumar has been appointed Election Observer for Bhiwani while Mr Chander Prakash for Rewari. Similarly, Mr Shyamal Mishra has been appointed Election Observer for Hisar, Mr Vijay Singh Dahiya for Yamunanagar, Mrs Amaneet P Kumar for Kaithal, Mr M L Kaushik for Karnal, Mr R S Kharab for Sirsa, Mr W S Galot for Gurgaon, Mr Vikas Yadav for Mewat, Mrs Ashima Brar for Panchkula, Mr Shekhar Vidhyarthi for Jind, Mrs Renuka S Phulia for Kurukshetra, Mr Sanjay Joon for Faridabad, Mr Sanjeev Verma for Ambala, Mr Jagdeep Singh for Narnaul, Mrs Anita Yadav for Jhajjar, and Mr Rajnarayan Kaushik for Fatehabad.
Among the HCS officers who have been appointed Election observers included Mr Narhari Singh Bagar for Palwal, Mr Hardeep Singh for Panipat, Mr Pradeep Godara for Rohtak and Mr Shakti Singh for Sonipat, he added.
He said that all the Election Observers have been issued directions to visit their allotted districts respectively, four times during the elections procedure. First time, before the last date of filling of nominations, second time, during the screening of nomination papers and allotment of election symbol, third time, during the election campaigning and fourth time, during the counting of votes and declaration of election results.
He said that during their visits they would be able to take the stock of the situation in their respective allotted districts and if need be, they could hold a meeting regarding it with the related officer, Returning Officer, Police Officers and any other officer.
Mr Rajiv Sharma further said that the state election commission has increased the expenditure limit for the candidates who are contesting for various positions in the election. The expenditure limit of Panch or member of Gram Panchayat has been increased to Rs 10,000 from Rs 5,000 earlier; the expenditure limit of Sarpanch Gram Panchayat up to 15 ward has been increased to Rs 30,000 from Rs 15,000 earlier; the expenditure limit of Sarpanch Gram Panchayat (more than 15 ward) has been increased to Rs 50,000 from Rs 25,000 earlier; the expenditure limit of Panchayat Samiti member has been increased to Rs one lakh from Rs 50,000 earlier; and the expenditure limit of Zila Parishad member has been increased to Rs two lakh from Rs one lakh earlier.
He said that in order to stop misuse of money by the candidates and to keep vigil on the expenditure during the elections of Panchayati Raj Institutions, in every district, Election Expenditure Observer has also been appointed. Deputy Commissioner of Excise and Taxation Sales Tax, Mr Narender Singh has been appointed Election Expenditure Observer in Ambala. Similarly, Mr. Narender Singla has been appointed Election Expenditure Observer for Bhiwani, Mr. Krishan Kumar for Faridabad, Mr. VK Babbar for Fatehabad, Mr. Rohit Kumar Sharma for Gurgaon, Mr. Sunil Kumar for Hisar, Mr. Anil Malik for Jhajjar, Mr. Devender Kumar for Jind, Mr. V. K. Baniwal for Kaithal, Mr. Rakesh Verma for Karnal, Mr. Ashok Setia for Kurukshetra, Mr. Kamal Nain for Mewat, Mr. Jitender Raghav for Narnaul, Mrs. Geetanjali Mor for Palwal, Mr. Jagdeep for Panchkula, Mr. Shiv Kumar for Panipat, Mr. Harish Dahiya for Rewari, Mr. Jagbir Singh Jhakhar for Rohtak, Mr. Rakesh Batra for Sirsa, Mr. NK Grewal for Sonipat, Mr. Alok Pasi for Yamuna Nagar.
The Election Expenditure Observers would keep vigil on everyday expenditure of candidates from the date of withdrawal of nomination till the completion of the election and if need arises, they can check the expenditure register of any candidate at any time. Mr. Sharma said that it is important for every candidate to maintain the expenditure register along with receipts from the date of filing of nomination to the date of declaration of elections. On the demand of Election Expenditure Observer, the candidates would have to show their expenditure register and candidates would also follow any guideline given by the Election Observer. The candidates should have to submit their expenditure registers to the concerned District Election Officer, Panchayat or any other officer designated by him, within the 30 days of the declaration of Election results. If any candidate failed to do so, then he could be declared disqualified for contesting in elections for the next three years from the date of issue of the order under Haryana Panchyati Raj Rules 1966.
