Bureau of Industrial Policy and Promotion constituted

CHANDIGARH, FEB 26
The Haryana Government has constituted Bureau of Industrial Policy and Promotion (BIPP) for policy outreach, investment promotion, inter-government interface, Foreign Direct Investment, NRI issues and Foreign Investment Promotion Board. The Foreign Investment Promotion Board and NRI Cell will be created in the BIPP at New Delhi.
        While stating this here today, a spokesman of Industries and Commerce Department said that a notification has been issued by the department in this regard. The Bureau would function under the guidance of Additional Chief Secretary or Principal Secretary to Industries and Commerce Department with Director General or Director as Chief Executive Officer (CEO).
        He said that the headquarter of the Bureau of Industrial Policy and Promotion would be at Investment Promotion Centre in Delhi. The NRI Cell would be set up with an institutional mechanism for provision of guidance and advisory services in the State and redressal of other problems faced by the NRIs of Haryana domicile like property, material disputes and law and order.   The NRI cell would also create its Web Portal "Connect Haryana Forum" to act as the single point contact for NRIs and persons of Indian origin and also for building up the necessary database. The BIPP would undertake all necessary steps for development and updation of the website, he added.
          The spokesman said that the Home Department would nominate a single point of contact  to whom   all relevant correspondence or grievances received in the cell, in electronic or paper form, would  be forwarded and monitored alongwith a 'status tracing facility' to the person making such correspondence.  He said that the Foreign Investment Promotion Board would play aggressive role for the promotion of foreign Direct Investment. It would provide Technical Support to appraise Foreign Investment Proposals. Besides it would provide for advisory and guidance services for promotion of foreign investment in the State and would be empowered to take decision regarding allotment of land and sanction of terms loans.
        He said that the Bureau would be fortified by professional staff on contract and officers from key departments would be designated to attend meetings with prospective entrepreneurs on need basis. These included an officer not below the rank of District Town Planner in the Department of Town and Country Planning, an officer not below the rank of Assistant Director, Industrial Safety in the Department of Labour, an officer not below the rank of Assistant General Manger in the Haryana State Industrial and Infrastructure Development Corporation, an officer not below the rank of a Environmental Engineer in the Haryana Pollution Control Board, an officer not below the rank of D.G.M. in Uttar and Dakshin Haryana Bijli Vitran Nigam Limited, an officer not below the rank of Joint Director in the Department of Industries and Commerce,  Consultants or Professionals from the knowledge Partner or Consultancy Firms. He said that the services of these officers would be placed with Bureau of Industrial Policy and Promotion on deputation by the concerned administrative departments and organizations.
        He said that Bureau would actively track and identify investment opportunities both domestic and international and would initiate action to convert the opportunity into firm commitment. Apart from this, it would plan or guide, road shows, summits, inter government interface and foreign direct investment and NRI issues. The Bureau would also monitor NRI cell to be created within the Bureau for handling the FD and NRI issues. It would disseminate the information on industrial development and provisions made under Enterprises Promotion Policy 2015 for accelerating the pace of the Investment Promotion in the State.
