Haryana CM terms Punjab decision on SYL as "unconstitutional"

CHANDIGARH, MARCH 15
Haryana Chief Minister  Manohar Lal today termed as unconstitutional, the Bill against the construction of Sutlej Yamuna Link (SYL) Canal passed by Punjab Vidhan Sabha the other day.
          The Chief Minister was replying to questions of media persons shortly after coming out of the Vidhan Sabha here today, the second day of the ongoing Budget Session. His attention was drawn towards the meeting the Punjab Chief Minister, Mr Parkash Singh Badal had with the Governor Prof. Kaptan Singh Solanki on the issue of SYL  and was asked to comment on it.
          Mr Manohar Lal said that this Bill was against the spirit of the Constitution, thus in a way it being unconstitutional, “We appeal to the Governor not to sign it.”
          He said that after it was discussed in the all party meeting, they had met the Governor and explained to him its details. However, he said that he felt that the Governor would take a decision by rising above the Constitution, but he added that this Bill is against the spirit of the Constitution.
 RENEWABLE ENERGY AWARD: Haryana has won the State Award 2016 for being the ‘Best Emerging Renewable Energy (RE) and RE Policy State of India’. The award has been conferred by the Renewable Energy Promotion Association (REPA), Thane at its second REPA State Awards 2016 function in New Delhi recently.
          While stating this here today, Principal Secretary, Renewable Energy, Mr. Ankur Gupta, who received the award on behalf of Haryana Government, said that the State has been recognized as one of the first states to have a comprehensive Roof-Top Solar Policy and expanding its mega and ultra solar initiative with a 5,000MW portfolio of interest.
          He said that the award citation mentions that Haryana has total allocated-installed capacity of 8,800MW from all sources. The State’s sub-total installed Renewable Energy Access Allocated Capacity is at the rate of 1,600MW, which is 18 per cent in renewable energy access share term, as of November, 2015. It also states that Haryana is one of the first states to have a comprehensive Roof-Top Solar Policy and expanding its mega and ultra solar initiative with a 5,000MW portfolio of interest in the State.
SOLAR POWER PLANT: Haryana Power Generation Corporation   will set up a Solar Power Plant over an area of 151.78 acres of the Thermal Power Plant, Bata Chowk in Faridabad, which has been closed. Besides, 27.25 acres land of thermal colony in sector-22 would be developed by Haryana Urban Development Authority.
            This was informed by Transport Minister Mr Krishan Lal Panwar while replying to a question by MLA Mr Mool Chand Sharma about utility of the land of the closed Thermal power plant in the ongoing session of Vidhan Sabha here today.
            He apprised the House that this plant was closed in 2010 and out of 341.55 acres land, 256.93 acres is under the ownership of HPGCL. Out of the remaining land, 11.01 acres has been taken on lease from Municipal Corporation, Faridabad and 73.61 acres from the Rehabilitation Department.
 CONSTRUCTION OF ROAD BY HSAMB:  Haryana Agriculture Minister Mr Om Parkash Dhankar said that the construction of roads being undertaken by Haryana State Agricultural Marketing Board (HSAMB) was being completed on priority basis. The process of tender for the same was in progress.
          Mr Dhankar was replying to a question regarding construction and repair of roads by HSAMB in Prithala Assembly constituency during the question hour on the second day of the ongoing Budget Session of Haryana Vidhan Sabha here today.
          He informed the House that the HSAMB has constructed 62 roads with a length of 130.59 kilometres in Prithala Assembly constituency out of which five roads with a length of 11.64 kilometres have been transferred to other departments. He said that out of the 57 roads with a length of 118.95 kilometres left with the HSAMB, 48 roads with a length of 99.26 kilometres are in good condition. Special repair   of four roads with a length of 10.59 kilometres is in progress and likely to be completed by May 31, 2016. He said that   special repair of the remaining five roads with a length of 9.10 kilometres has been sanctioned and would be completed by August 31, 2016.
 THREE-MEMBER PANEL SET UP:  Haryana Revenue Minister Capt. Abhimanyu said that with a view to ensure uniform development of the State, a three-member Sub-Committee under the Chairmanship of Agriculture Minister Mr O.P Dhankar has been constituted to update the status as per the demand of all four divisions, 21 Districts, 62 Sub Divisions, 83 Tehsils and 48 Sub-Tehsils in the State.
          Capt. Abhimanyu was replying to a question regarding upgrading Tehsil Rania as Sub-Division in Rania Assembly Constituency during the question hour on the second day of ongoing Budget Session of Haryana Vidhan Sabha here today.
          He said that the building in Rania Tehsil would soon be constructed   and delay in this regard would be got investigated.
