Haryana Governor’s Address Highlights

·        The Haryana Government is committed towards obtaining its legitimate share of the Ravi-Beas waters and completion of the Satluj-Yamuna Link (SYL) Canal. The concerted efforts made by the government to secure early hearing of the Presidential Reference, which has been pending for the last more than 11 years, have borne fruit and the matter has now been taken up for regular hearing by the Supreme Court.
·        The Hansi-Butana Canal, which was constructed to carry Haryana’s own share of Ravi-Beas waters from Bhakra Command to Western Jamuna Canal and Lift Command has not been operationalised due to the stay order granted by the apex court. The cross examination of witnesses in the matter was completed on February 2, 2016 and the arguments are likely to start shortly.
·        The Government has framed a micro-irrigation scheme for optimum utilization of available surface water in association with Command Area Development Authority. As per the scheme, a pilot project for irrigation through sprinkler and drip system for 13 districts costing Rs 25 crore which will be launched in the next financial year.
·        A new Scheme called ‘Mahila Kisan Sashaktikaran Pariyojana’ has been introduced to strengthen women farmers and to promote organic cultivation, covering 153 villages in the State.
·        Haryana Government has launched a new flagship programme to provide one lakh Solar Home Systems of 100Watt over three years in a phased manner to the beneficiaries at a total cost of Rs 180 crore.
·        Haryana Government intends to construct a ‘Golden Jubilee House’ to accommodate various health related regulatory councils such as the Haryana Medical Council, Haryana Nurses Registration Council, Haryana State Dental Council, Haryana State Pharmacy Council, Council of Homeopathic System of Medicine, Board of Ayurvedic and Unani Systems of Medicine and the Haryana Medical Education Society.
·        The Government is proposing to launch five new schemes for the welfare of women and children, namely ‘Swarna Jayanti Bal Aahar Utpadan Kendra’, ‘Swarna Jayanti Swasth Bachpan Scheme’, ‘Swarna Jayanti Nari Sanrakshan Greh’, ‘Swarna Jayanti Bal Sudhar Greh’ and ‘Swarna Jayanti Puraskar Yojna’.
·        The Government is setting up a Golden Jubilee Sports Facilitation Centre in every district to provide all facilities to the players under one roof. These facilitation centres would provide facilities of gymnasium, lockers for sportspersons, change rooms, rest rooms, sports nutrition centre, audio visual centre, conference room, first aid, counseling and anti-doping advocacy centre. Golden Jubilee Multi-purpose Indoor Stadiums and Golden Jubilee Sports Excellence Centres for outdoor games will also be constructed.
·        ‘Surakshit School Vahan Policy’ has been modified so as to provide IP Cameras and GPS system in school buses for safety of students.
·        For the first time devolution of assured package of funds to all Panchayats will be made annually on the basis of population as "Swaran Jayanti Vikas Nidhi".
·        Each Gram Panchayat will make a Gram Panchayat Development Plan called “Hamaari Yojana – Hamaara Vikas” with a five year perspective and an annual plan. This plan will seek to fulfill the critical gaps in infrastructure services and social indices as per the aspirations of the people.
·        The Government seeks to develop a modern rurban landscape in order to reduce the pressure of rapid urbanisation. The proposed scheme "Swaran Jyanti Mahagram Yojana" aims at planned and regulated development alongwith provision of urban-like facilities in the villages having population of more than 10,000 in the first phase. The panchayats of these villages will be given the status of Nagar Panchayats.
·        Government of India has also approved 5 clusters for urban-like infrastructural and socio-economic development under the Rurban Mission.
·        From the ensuing academic session, new text-books will be introduced in the primary classes with an emphasis on activity based learning.
·        A mobile app has also been launched to monitor the Mid Day Meal Scheme to ensure better transparency.
·        The Government has also approached the Government of India to set up an All India Institute of Medical Sciences in village Manethi, district Rewari to provide an opportunity for our youth for both under-graduate and post-graduate medical education along with nursing and para-medical training.
·        The State Government proposes to set-up a Mega Food Park Project at Industrial Estate Barhi, over an area of about 75 acres, under the Mega Food Park Scheme of Government of India.
·        A Textile Park at a cost of Rs 181 crore will be set up in Haryana. The Government of India will give Rs 40 crore subsidy for the project.
·        An incubation centre will also be set up in the state at a cost of Rs 14 crore.
·        A Rail coach factory spread over 120 acres is also in the pipe line. Government of India has recently also announced making of huge investments to expand the rail connectivity in the state.
·        For further improving efficiency and reducing cost of power in the State, it has been decided to close down the old and inefficient Units no. 1 to 4 of Panipat Thermal Power Station.
·        It has been decided to surrender power of the Aravali Power Project, Jharli for a period of one year, which is expected to result into cost saving of about Rs 815 crore.
·        For long term power security in the State, efforts are being made to develop 102 million tons Kalyanpur Badalpara coal mine in Jharkhand which has been allocated exclusively to the state.
·        It has been decided to install Smart Electricity Grid in Gurgaon. This will be a unique project for un-interrupted power supply in Gurgaon city and adjoining industrial areas.
·        Haryana Government has also decided to sign an MOU with the Ministry of Railways for improving railway network in Haryana by formation of a joint venture entity which will allow mobilization of additional funds for undertaking commissioning of new railways lines and modernization of railway stations.
·        The Haryana government would ensure that the dream of ‘Housing for all’ is realised and all deserving people are covered. The Union Government has approved the coverage of nine towns of Haryana, namely Faridabad, Karnal, Hisar, Yamunanagar, Rohtak, Gurgaon, Sonepat, Sirsa and Panipat, under the ‘Housing for All Mission (Urban)’, in the first phase.
·        Committed to achieving the goals of Swachh Bharat by 2017, the state government has sanctioned as many as 1,472 projects of solid and liquid waste management and 957 villages have been made ‘Open Defecation Free’ this year.
·        A new scheme for setting up 600
 vyayamshala-cum-parks in villages has also been sanctioned.
 He said that the state government envisioned achieving holistic development of villages through ‘Adarsh Gram Yojanas’. Under the ‘Saansad Adarsh Gram Yojana’, 15 villages adopted by MPs from the state are being developed as Adarsh Grams in a convergence model.
·        Under the ‘Vidhayak Adarsh Gram Yojana’, 53 MLAs have already adopted villages. Further, 12 entities have come forward to adopt villages and contribute in their development process under the ‘Swa-Prerit Adarsh Gram Yojana’.
·        Haryana, the first northern state to start Pentavalent vaccination, would now become one of the four states where Rotavirus vaccine will be introduced in routine immunisation programme. Under Mission Indradhanush, 56 lakh vaccinations were carried out at 86,000 immunisation sessions in every district.
