Haryana Chief Minister Mr Manohar Lal today said that the incidents of violence and arson that occurred during the Jat reservation agitation in the State would be thoroughly investigated and those found guilty would not be spared.
Mr Manohar Lal was addressing the Khap leaders and representatives of various communities who called on him to thank him for getting The Haryana Backward Classes (Reservation in Services and Admission in Educational Institutions) Bill, 2016 passed here today.
He assured that the State Government would not act with the feeling of revenge.
While describing the incidents of violence as painful, the Chief Minister said that he felt that the days from February 18 to 22 were not a part of reservation agitation. All the incidents of violence would be inquired and stern action would be taken against those found indulged in such activities. Such people might be from any caste or community said the Chief Minister adding that letting them off would further enhance their spirit to commit such acts. He added that those who got indulged in such activities by mistake might be spared but those who planned and deliberately resorted to such acts would not be spared.
While taking a dig at the previous Congress Government in the State, he said the goal of the present State Government is not like that of the previous government. He said that Congress had given reservation to them in its last year of second term whereas we have got The Haryana Backward Classes (Reservation in Services and Admission in Educational Institutions) Bill, 2016 passed just after completion of our first year. The works done by the Congress in its last year were either politically motivated or had vested interest. He said that the State government has not only maintained the reservation provisions of BC-A and B categories, but has also extended some more benefits to them through this Bill. Those castes which are not included in this Bill could avail the benefit of reservation under Economically Backward Classes, he added.
The Chief Minister said the BJP is the party of all sections of the society. It was ensured while extending benefit to one community that no injustice was done to other sections of the society. He described Khaps as ‘Sarva Jatiya Khap’ and urged them to work towards maintaining brotherhood in the society.
Mr Manohar Lal said a blue print has been prepared for providing maximum employment to the youth of the State. He said that besides government jobs, special emphasis is being laid on generating self-employment opportunities. Apart from this, efforts were being made to boost industrialization in the State. He said that during the Happening Haryana Global Investors Summit-2016 held at Gurgaon, 359 MOUs have been exchanged with a promise to invest Rs 5.84 lakh crores. He said that on converting these MOUs into projects, about five lakh youth would get employment.
While describing the State Government as pro-farmer, he said that various schemes were being implemented for their welfare. He said that during the last one year, the present government has distributed compensation amounting to Rs 2200 crore on account of natural calamities whereas in 16 years, from 1999 to 2014, only Rs 1600 crore were disbursed as compensation. He said that there were about 6700 villages in the State and a scheme has been prepared to make arrangement of water for drinking and irrigation purposes. Apart from this, villages having population of over 10,000 would be provided with facility of drainage.
He urged all those present on the occasion to take a pledge to live together and follow the spirit of ‘Haryana Ek Haryanvi Ek’.
Speaking on this occasion, Finance Minister Capt. Abhimanyu said that Chief Minister had fulfilled the promise which he had made with Khap leaders and representatives of Jats and other communities in his meetings. The Bill was prepared after consultation with stakeholders and passed by Vidhan Sabha. The Chief Minister had clearly stated that we all want to give reservation and are examining how to provide it so that these communities do not be cheated again and again for the sake of political gains. Even our government had given more than which was sought, he added.
Capt. Abhimanyu said that despite some pressure the Chief Minister got the Bill passed unanimously in 11 minutes in the Vidhan Sabha. He said that Chief Minster had also called Congress members on telephone to come and be a part of this important chapter, but they did not show any concern. He reminded that there were protests at 450 locations in the state, but no lathicharge was made ever after pressure from the Central Government.
Capt. Abhimanyu also urged them to form committees and visit the houses of those families who had lost lives or property in this agitation. He also urged them to help these families as much as possible. He said that the Bill has been passed with the consent of 75 MLAs including those of the Opposition. Apart from this, members of communities should visit the places where dharnas were held during agitation and thank for what the government had done.
Capt. Abhimanyu said that Chief Minister had performed his duty and now it was their turn to maintain brotherhood and save Haryana from any disturbance.
The Agriculture Minister Mr Om Parkash Dhankar said that the present government has shown its sensitivity and the Chief Minister had not allowed even a single lathicharge during the reservation agitation in the state. He said that incidents of recent violence in the state had affected the dignity of the state.
Referring to role of Chief Minister in passing the Bill, Mr Dhankar said that people had sent seven members of a community in Vidhan Sabha but it is the Chief Minister who got the Bill passed from all 52 BJP members including the independent in the House. It is only our Chief Minister who had given reservation in Backward Classes-C category to six communities. In addition, provision of schedule 9 is also made in the draft Bill and Backward Class Commission had been given statutory status so as to ensure protection of reservation in future. People should understand the role of the party and society should be grateful to the Chief Minister.
State BJP President, Mr Subhash Barala also thanked the Chief Minister for getting the Bill passed in the Assembly. He said the future generations would not forgive the anti social elements that had caused law and order disturbances in the guise of reservation agitation.
MLA Sukhwinder Sheoran, Chairman Haryana State Agricultural Marketing Board Mrs. Krishna Gahlot and MLA Mahipal Dhanda also spoke on this occasion. Khap leaders and representatives of Jat and other communities including Mr Surinder Dahiya, Mr Dharampal Sheoran, Mr Tarachand Sangwan, Mr Harnarayan Boora, Mr Tek Ram Kandela, Mr Sube Singh Samain, Mrs Kusum Choudhry, Mrs Sudesh Chaudhry, Mr Dharampal Chot, Mr Om Parkash Maan, Mr Joginder Sandhu, Mr Nafe Singh, Mr. Bhagat Singh Dalal, Mr Ram Kataria, Mr Ram Diya Mehla, Col O.P. Singh, Mr Narender and several others also thanked the Chief Minister for getting the Bill unanimously passed.
