No compromise on interest of farmers: CM

CHANDIGARH, MARCH 18
Haryana Chief Minister Mr Manohar Lal today said that role of Congress party workers has been revealed in Jat reservation issue. Their senior leader Prof. Virender Singh and some others have also been arrested and action would be taken against the defaulters.
          The Chief Minister was replying to the discussion on Governor’s Address in the ongoing session of Haryana Vidhan Sabha here today.
          He said that interests of farmers cannot be compromised. The present government is giving utmost importance to safeguard  the interest of farmers. In case of last incident of damage to crops due to  natural calamity of hailstorm, the state government had disbursed highest ever compensation among effected farmers in a record one month’s period. Besides, the government had announced to give Rs.967 crore compensation for loss of cotton crop due to whitefly in the last Kharif season which would soon be disbursed. On the contrary, Punjab government had, where damage was much higher as compared to Haryana, given about Rs 600 crore as compensation.
          Referring to the rider of five acres in its decision to provide compensation to farmers for their crops damaged due to whitefly, he said that as per Central government norms, compensation which is merely a financial assistance, can be given to farmers having land holding upto five acres. He clarified that farmers whose crop was damaged would get relief for five acres only. He said that Central Government had launched Pradhanmantri Fasal Bima Yojana under which full compensation for crop loss would be provided by insurance companies. The scheme had been launched with lowest ever premium of two per cent for Kharif and 1.5 per cent for Rabi crops. He also urged all members of the House to encourage all farmers to get their crops insured from next season under the scheme. This will enable them to get full compensation direct from insurance companies in case of any loss to crop, he added.
          Referring to issue of water   and development of Mewat district, the Chief Minister said that State is struggling for its legitimate share of waters of Ravi-Beas through SYL canal which will benefit entire southern Haryana including Mewat. Similarly, Deen Dayal Awas Yojana-Housing for all and KMP Expressway will also benefit the people of Mewat.
          On the issue of Rs five crore grant to every MLA, he clarified that state government will ensure developmental works of Rs five crore in every assembly segment in the state.  Referring to Happening Haryana Global Investors’ Summit, he said that as the government jobs are limited, we have to make private arrangements so as to put a tap on unemployment in the state. He said that he was happy to share that despite the adverse condition, State government had successfully organized the summit where 359 MoUs with investment of Rs 584000 crore were exchanged with potential investors. The state government had appointed 16 relationship managers to assist the investors to establish their projects. These relationship managers will be responsible for maturity of MoUs and monitor the progress on daily basis. Apart from this, under new Enterprises Promotion Policy, the potential investors will get all clearances within 30 days.
 He said that such kind of summit could also be organized earlier in the state but at that time there was one-to-one policy in vogue. “I am unhappy to inform you that nothing was there other than corruption in the state”. Our prime objective is to root out the corruption at top level, then it will be automatically eliminated at lower level. He said that 13 Union Ministers have participated in the summit and announced a number of development projects like Rail Coach Factory, roads projects, development of Panipat refinery for the benefit of the state and its people.
It is a matter of great satisfaction that 39 of the total MoUs involving investment of Rs 1,28,000 crore are for the districts not falling in the national capital region. While 10 per cent MoUs have been exchanged for manufacturing sector in the Summit, Rs.1,06,000 crore MoUs are for real estate sector.
          Referring to law and order situation, he said that recently some anti social elements had disturbed the peace and prosperity under the guise of jat reservation. Whatever their motives might be,   neither was he worried nor did he care. Such people should forget that they would create environment against the government. The present state government had been formed with the support of people. He said that recent agitation was in the hands of anti social elements. The state government had deputed Army, paramilitary forces and state forces at all sensitive locations and had tackled the entire situation   within three days.
He said that unfortunately 30 people had lost their lives in this agitation. The government had announced a compensation of Rs 10 lakh for each deceased and a government job to each of the family member who was killed in the agitation. Apart from this, the government had also got   the assessment of damaged property done. So far, Rs 32 crore had been given as relief to affected persons. Besides, insurance companies have also been asked to settle   the claims of property damaged during agitation with in 15 days. In addition, four months electricity bills waiver and a VAT relief scheme had also been announced by the government, he added.
          He also criticized the issue of being “Pakistani”   raised sometime  ago against him and said that it hurts   him deeply. “I am also a person other than the Chief Minister. When the country was being divided,   we had left behind our fields and houses due to spirit of patriotism. Such kind of bad acts personally hurts. I will describe the person who promotes such things as evil”, he added. We all are united and will be united no matter how much negative effort anyone makes. Hum Ek The-Ek Hain-Ek Rahenge.     
          Referring to the amendment in Panchayati Raj Act, he said that Supreme Court had upheld the state government’s decision to amend  the Act. The court had also said that this practice should also be followed in other states. With the amendment, it is for the first time that age number  ever members were elected unopposed in the last PRIs elections.
