Realising dream of housing for all

CHANDIGARH, MARCH 14
The Haryana Governor, Prof. Kaptan Singh Solanki, has said that the state government would ensure that the dream of ‘Housing for all’ is realised and all deserving people are covered. The Union Government has approved the coverage of nine towns of Haryana, namely Faridabad, Karnal, Hisar, Yamunanagar, Rohtak, Gurgaon, Sonepat, Sirsa and Panipat, under the ‘Housing for All Mission (Urban)’, in the first phase.
Delivering the Governor’s Address on the first day of the Budget Session of the Haryana Vidhan Sabha here today, he said that the Prime Minister, Mr Narendra Modi, had launched the new ‘Housing for All Mission (Urban)’ for assisting the beneficiaries of the economically weaker sections and lower income group categories for construction, purchase or up-gradation of the existing houses for their use.
Besides, the state government has also framed policies for rationalisation of area norms for licensed colonies and launched the ‘Deen Dayal Jan Awas Yojana’, an affordable plotted housing policy for low and medium potential towns as a step to realise the objective of ‘Housing for All’.
        Prof Solanki said the Haryana Government had launched the ‘Swachh Haryana - Swachh Bharat Abhiyan’ on November 1, 2014. The Centre is providing Rs 4,000 per individual household latrine which has been enhanced by another Rs 10,000 by the Haryana Government, so that each beneficiary gets Rs 14,000 per individual household latrine. Funds amounting to Rs 42.10 crore have been released to the Urban Local Bodies and sanctions issued to 49,628 eligible beneficiaries for this purpose.
Solid waste management is a focus area for the Haryana Government. While two solid waste management plants are operational at Karnal and Sirsa, another plant at Rohtak is nearing completion. The Governor said that 15 clusters with common processing and disposal facilities have been envisaged to cover the entire state. These clusters would have integrated municipal solid waste management, including door-to-door collection, transportation, processing and disposal to provide cleaner and healthier environment to the citizens. Solid waste management facilities would be provided in all ULBs by October 2, 2019.
He said that the Haryana Government had implemented the new central scheme ‘Atal Mission for Rejuvenation and Urban Transformation (AMRUT)’ in June, 2015 with the objective of ensuring that every household had access to tap water and sewerage connection, increasing the amenity value of cities by developing greenery and well-maintained open spaces, and reducing pollution by switching to public transport and constructing facilities for non-motorised transport.
Under this scheme, 18 Urban Local Bodies, which include 20 cities namely, Gurgaon, Panchkula, Ambala City, Ambala Sadar, Yamunanagar, Jagadhari, Karnal, Hisar, Rohtak, Faridabad, Panipat, Kaithal, Rewari, Bhiwani, Thanesar, Sonepat, Bahadurgarh, Palwal, Sirsa and Jind, would be covered. The Haryana Government’s State Level Annual Action Plan (SAAP) amounting to Rs 4,745 crore after assessing service level gaps for the mission period up to 2020-21 has been approved by the Centre, he said.
The state government has announced a new policy for integrated development of licensed colonies by introducing the concept of Transferable Development Rights (TDRs) and rationalising the existing parameters. It also provides for transfer of dedicated land, free of cost, for affordable housing and community facilities. Further, a policy for land aggregation and integrated infrastructure development along 24 metres/18 metres vide internal sectoral plan roads has also been put in place.
The Centre launched Smart Cities Mission in 2015, which would cover 100 cities across the country, including Faridabad and Karnal. The Centre has initiated special fast-track initiative for these towns and the upgraded smart city proposals for Faridabad and Karnal would be submitted shortly. The government has also decided that the Gurgaon would be developed as a smart city utilising its own resources, he added.
Referring to metro services, he said the Prime Minister had inaugurated metro link between Delhi and Mujesar, Faridabad in September, 2015, and the route was now fully functional. This route is currently being extended up to Ballabhgarh and the work is likely to be completed by December, 2017. The extension works of Delhi Metro up to Bahadurgarh and Rapid Metro rail connectivity from Sikanderpur station to Sector-56, Gurgaon are likely to be completed by December, 2016. Thus, the state is expected to have over 40 km of metro lines by January, 2018, Prof Solanki added.
