Free hand to officers to prepare budget estimates for developmental projects

While reiterating his commitment to root out corruption at all levels, Haryana Chief Minister Mr Manohar Lal said that Government officers would not be given a free hand to prepare budget estimates for developmental projects in the state.
The Chief Minister was addressing a well attended public meeting in Hisar last evening after inaugurating and laying the foundation stones of various development projects costing over Rs 89.11 crore in Hisar district.
He said that the Government would implement a social audit system as per which social audit committees would be set up to ensure people’s participation in development process in the state. The estimated budget of any project would be finalized in consultation with these committees. The final payment of the developmental works would also be made through these committees. The State Government has taken many initiatives to check corruption, he added.
          To stress his point, he said that today he had inaugurated a newly constructed bus stand in Jhajjar and the estimated cost of the same was Rs 50 crore, but it was completed with only Rs 33 crore, which is about 30 per cent less as compared to the budget estimates. The government would ensure maximum development with the available funds, he added. 
          The Chief Minister said that during next year ,   the pace of development would be further accelerated. All the demands pertaining to development will be fulfilled provided that the department concerned gives feasibility report for the same. Referring to the funds incurred on development of Hisar district, the Chief Minister said that Rs180 crore have already been spent in the district during last one-and-a- half year of the present government.
          While describing the incidents that occurred during the reservation agitation as  unfortunate as these caused loss of life and property in the state, the Chief Minister said that it was a political conspiracy in the guise of reservation. The government was in favour of reservation and invited the community leaders for the same. He said that anti-social elements that were behind this agitation would not be spared. Inquiry is being conducted and about 400 people have been arrested. He made it clear that no action would be taken against the innocent. As many as 1700 victims out of a total of 1900 victims have sofar  been compensated for loss in these unfortunate incidents. The loss of remaining 200 people is being assessed and they would soon be compensated. We would deal strictly with those who would try to divide Haryana, he added.
          The Chief Minister also highlighted the Happening Haryana Global Investors’ Summit held in the state in which 359 MoUs were inked with potential investors that would attract investment of Rs 5.84 lakh crore. The government would be able to provide employment opportunities to about four lakh people after   these MoUs mature.
          Referring to the demand of international cricket stadium, the Chief Minister said that concerned department has been asked to carry out a detailed survey for the same. We are trying to set up an international airport in Hisar which would boost the state economy in a big way.
          Earlier, the Chief Minister inaugurated Aarohi Model School Gaibipur, Girls Hostel in Aarohi Model School, Gaibipur, Aarohi Model Sr. Secondary School, Mugalpura, Badminton Hall at Mahavir Stadia Hisar, special repair of road from Dayanand College chowk to Malik Chowk, building of regional office of Haryana State Seed Certification Agency, Bus Stand, Nalwa and Rajiv Gandhi Sport Stadium, village Mayyar. He   also laid the foundation stone of  Sewage Treatment  Plant 40 MLD at Rishi Nagar, new vegetale market at Hansi  and construction of road from Hisar bus stand to southern periphery road. All the ceremonies of inauguration  and foundation stones  were performed at public meeting site.      
          Speaking on this occasion, Chief Parliamentary Secretary Dr. Kamal Gupta thanked the Chief Minister for giving various developmental projects to Hisar. He said that about 4000 acres of land is available in Hisar for setting up of international airport.
          Minister of State for Public Health Engineering Mr Ghanshyam Saraf, Senior BJP leaders Prof Ganeshi Lal and Mr Sriniwas Goyal and MLA Mr Manish Grover also spoke on this occasion.
          Political Advisor to Chief Minister Mr Jagdish Chopra, OSD to Chief Minister Capt. Bhupinder, former Minister Prof Chattarpal,  Deputy Commissioner, Mr Chander Shekhar Khare, Superintendent of Police  Mr Ashwin Shenvi, Chairman Block Samiti Hisar-II, Mr Hansraj Beniwal, BJP leader Mrs Seema Gaibipur, and other dignitaries were also present on this occasion.
