Haryana Chief Minister Manohar Lal today launched an application ‘Village Integrated Monitoring System Public Portal’ (VIMS) in Karnal, to monitor the development works being carried out under Panchayati Raj Institutions of the district.
Speaking on the occasion, the Chief Minister said that this facility would check corruption, accelerate the pace of development works, build capacity and ensure transparency. In case of laxity, the officer concerned would be answerable and if found guilty, legal action would be initiated against him.
It was informed that for the application, a work code would be allotted through VIMS for each work of the panchayat. The code would have all information of the amount spent by an officer on a particular work and when the work would be completed. Apart from this, it would also have information like how much funds have been drawn from which bank for development works. This application would lead to capacity building among officers and would reduce workload of employees. Also, it would help in keeping safe the records of panchayats. This application would have complete information of development works being carried out in Assembly Constituencies, Blocks and Gram Panchayats.
Later, the Chief Minister also reviewed the ‘Beti Bachao Beti Padhao’, ‘Mhara Gaon – Jagmag Gaon’, open defecation free, CM Window and other schemes of the government and development works being carried out in the district. He directed the officers to complete the ongoing works in a time bound manner.
The Chief Minister sought information about on going development works concerning his announcements. It was informed that a total of 99 announcements were made in the district by the Chief Minister. Out of these, work was being carried out on 44 announcements and on 19 announcements the work has already been completed whereas 36 were yet to be started.
The Chief Minister was informed that a total of 3,300 complaints were received on CM window, of which 2,961 were disposed off and action was being taken on the remaining. It was also informed that a team of JMIT Radaur visit the district from time to time to collect samples of construction material being used in various development works to test in its lab. Recently, a Junior Engineer was suspended on the basis of their report.
It was also informed that so far 71 villages have been made open defecation free in the district. The Chief Minister appreciated the efforts made by district administration in this direction and said that the district should be made open defecation free by December 31, 2016.

It was informed that 50 vyayamshalas would soon be established in the district. Apart from this, 107 Gram Sachivalayas would be set up in the district by March 2017 of which 48 have already been established. So far, 419 out of 435 Jamabandis have been made online. Also, out of 87 jamabandis, 81 have been made online this year which was a record in itself.
Under first phase of ‘Mhara Gaon Jagmag Gaon’, scheme work of seven feeders, out of eight, has been completed and work on remaining feeder would be completed by August 31. Similarly, work of two feeders out of 10 has been completed under phase two and remaining would be completed by August 31.
