ROAD TO BE NAMED AFTER MARTYR MANDEEP
THE Haryana Finance Minister, Capt Abhimanyu, has said that the road from village Mathana to Antedi in  Kurukshetra district would be named after martyr Mandeep Singh. The state government has approved this proposal made by MLA Dr. Pawan Saini.
The Finance Minister gave this information while interacting with media persons after paying tributes to martyr Mandeep Singh at Antedi village in Ladwa in Kurukshetra District, today. The state government would stand with the family of Mandeep Singh and all workable proposals made by the village or members of the family would be approved by the state government.
In Army, soldiers are trained to kill, not to die, to win, not to lose, to hope, and not to get disappointed. Besides, the martyrdom of a martyr is priceless and it cannot be assessed for money. The people of Haryana are indebted to Mandeep Singh for the sacrifice he made. All should get inspiration from his sacrifice and work for the country, he said.
Answering a question, the Finance Minister described the politics done on the death of an ex-serviceman in Delhi as unfortunate and said that suicide committed by the ex-serviceman could not be given the status of martyrdom.
The ex-serviceman might have been tense due to personal or family reasons, not due to OROP since the government has already given the benefit. The political party which had ended OROP system in 1971, is now doing cheap politics on this matter, he added.
HARYANA GOVT CONFERRED E-GOVERNANCE AWARD
THE Haryana Government has been conferred the prestigious award for outstanding work in the field of e-governance. The Union Finance Minister, Mr Arun Jaitley, presented the award to Dr Rakesh Gupta, Additional Principal Secretary, who received it on behalf of the Chief Minister, Mr Manohar Lal, in New Delhi, today.
Mr Jaitley congratulated Dr Gupta and appreciated the work done in the field of e-governance during the last two years in Haryana. Dr Gupta apprised the Union Minister about the countless number of e-governance initiatives taken by the Manohar Lal Government in Haryana, and said that the Chief Minister wanted to transform Haryana into a digitally empowered society and knowledge economy.
Because of the personal interest taken by the Chief Minister, Haryana has emerged as a front-runner from the standpoint of e-governance in the country. Sharing the vision of the Chief Minister, Dr Gupta said that the state government had aligned IT vision to the Digital India framework having three components--digital infrastructure as a utility for every citizen, e-Governance & services on demand and digital empowerment of citizens.
Under the ‘One-State One-View’ initiative, an integrated SRDB (State Residents Data base) has been created. This would ensure de-duplication of records. Moreover, data of each citizen has been linked with Aadhaar. This has enabled the state government to identify those 6.25 lakh consumers who were taking both kerosene oil at subsidised rates from fair price shops and also availed themselves of the benefit of LPG subsidy.
About 1.5 lakh ration cards were found to be bogus. The initiative has helped in checking pilferage of subsidy. Not only this, by linking admission of students in schools with  Aadhaar numbers, about 4.5 lakh admissions were found to be bogus. These revelations have helped the government in checking pilferage of government money and misuse of government resources, be it scholarship, mid- day meal or other benefits extended to the students, Dr Gupta pointed out.
The e-governance initiatives of the state government have also enhanced Aadhaar coverage in Haryana. When the BJP Government came to power, only 72 per cent population as per 2011 census data had been enrolled for Aadhaar. And now, 100 per cent of population has been covered, and that too, according to the 2015 population estimates.
Impressed by the performance of the state in Aadhaar coverage, the Prime Minister, Mr Narender Modi, had asked all other states to replicate the Haryana model at the Inter State Council meeting. Haryana is also doing Aadhaar enrolment of new-borns at the time of birth, which has helped the child in getting Aadhaar and also birth certificate on time.
Owing to the e-governance initiatives, 100 per cent social security pension disbursement in Haryana is done through Direct Benefit Transfer (DBT) which means that the amount is transferred directly into the bank account of the beneficiary, resulting in reduction of about 1.5 lakh bogus beneficiaries. Similarly, about 40 per cent reduction in the number of applications for welfare of Scheduled Caste and Backward Classes was noticed after introduction of the online system.
To facilitate industries, on-line filing of entrepreneurs memorandum (EM) Part–I by MSMEs (Micro, Small and Medium Enterprises) who intend to set up industrial units and EM Part-II after establishment of units; online facility for 3rd party inspection and self-certification for inspection and registration and boilers is already in place.
These efforts have brought Haryana among the first five states in terms of ‘Ease of Doing Business” whereas earlier it was on 14th position. Dr Gupta said that an ‘Enterprise Resource Planning Software’ was also being developed, which would enable the higher authorities to see key things anywhere they want.

While stating this here today, a spokesman of the Department said that Additional Chief Secretary, Women and Child Development Department, Mr. P.K. Mahapatra would be the chief guest in the workshop and Director General of Police, Dr. K.P. Singh would be keynote speaker on POCSO Act, 2012.
