Haryana to issue computerized health cards to 2.5 crore residents

In a significant move, the Haryana Government has decided to issue computerized health cards to 2.5 crore residents of the State and the health data of every individual will be seeded with Unique Identification (UID).
          While stating this here today, Haryana Health Minister, Mr Anil Vij  said that under this concept of health card, all essential tests of each individual would be conducted, the report of the tests would be entered into the computer and uploaded on health card too. A primary report would be given by the hospital relating to the health status of the person concerned. The print out of the health card can be obtained by the person concerned, if he so desires. The entire soft data of each individual will be preserved in a Central server so that the same be assessed from any health facility in the State on the basis of unique ID of the person concerned.
          He said that the Health Department has, therefore, invited expression of interest to make health cards. The proposals for expression of interest are required to be submitted at Directorate of Health and Family Welfare, Panchkula by December 15,2016.
          Mr Vij said that when the patient gets the investigations done, these would automatically be linked with the Unique Health Identification Number (UHID) of the patient. The results of all tests and OPD or Indoor services given to the patient shall get linked to the UHID. As and when the patient visits the health facility again or goes to another health facility, the record of the patient that is all details including old and new investigations shall be visible to the doctor.
          For each registration, the patient shall have to use an identity proof, the best is Aadhaar card or ID proofs as approved by State Government or Resident Data Base Record. The registration shall be linked to Haryana Resident Data Base and Aadhaar and authentication shall be possible from that data base. To ensure seamless hassle free services of making Universal Health Card (UHC) with UHID, dedicated manpower will have to be provided, in existing health facilities for making health cards.
          He said that the company or agency or institute would have to arrange Aadhaar Certified Biometric Machines to make health cards. A separate area of working shall have to be identified for registration of UHC and generating UHID. This area shall be operational in morning and evening shifts in all District Hospitals and Sub District Hospitals. Those whose UHID is generated in the night shift, only cards of such patients shall also be made in the morning shift. The health card will be made in general duty shifts for PHC and UPHC, CHC in all working days. A dedicated website will be incorporated from which provision to retrieve lost UHID can be planned, similar to the process of Aadhaar Card. He said that e-Upchaar and HMIS facilities have already been approved for 55 health facilities and at present these are being implemented in 22 health facilities. Later on, it would be extended to more health facilities. The health cards must be integrated with existing e-Upchaar and HMIS software of Health Department.
          Mr Vij said that software has to be prepared for the purpose along with creation of other infrastructure including installation of hardware, recruitment of manpower and training of manpower for implementation. Robust software would be needed to capture the data relating to  the residents of the State. The company or agency or institution must have done the similar work in the past and proof of the same must be attached as otherwise it will not be considered.
