With a view to promoting digital payments in a big way in order to move towards a cashless society, the Haryana Government has deputed Administrative Secretaries to supervise the awareness campaign in this regard to be taken up on war footing in various districts.
While stating this here today, an official spokesman said that Mr. S.S. Dhillon, Mr. Hardeep Kumar, Mr. S.S. Prasad, Mr. S.K. Gulati and Mr. Ram Niwas have been deputed to supervise the campaign in districts Faridabad, Ambala, Yamunanagar, Mahendragarh and Gurgaon, respectively.
He said that similarly, districts Nuh, Palwal, Kurukshetra, Jind, Karnal, Rohtak, Sonepat and Panchkula have been allotted to Mr. P.K. Mahapatra, Mr. Dhanpat Singh, Mr. Vijai Vardhan, Mrs. Rajni Sekhri Sibal, Mr. Sanjeev Kaushal, Mr. V.S. Kundu, Mr. P.K. Das and Mr. Alok Nigam, respectively.
He said that Mr. R.R. Jowel, Mr. Amit Jha, Mr. S.N. Roy, Dr. Mahavir Singh, Dr. Sumita Misra, Mr. Anil Malik, Mr. Shrikant Walgad and Dr. Abhilaksh Likhi would supervise the campaign in districts Sirsa, Kaithal, Hisar, Bhiwani, Fatehabad, Panipat, Jhajjar and Rewari, respectively.
He said that the Administrative Secretaries would organise meeting of all district officials to educate them regarding digital payments and ensure that they themselves install digital payment apps on their mobile phones. They would also encourage the involvement of Members of Parliament, Members of Legislative Assembly, Presidents of Zila Parishads, Mayors, Chairmen Block Samitis and Members of Municipal Corporations in spreading awareness about digital payments.
He said that the Administrative Secretaries would ensure that RuPay cards were issued to the Jan Dhan account holders and that 100 per cent of the RuPay cards were activated, as the Central Government had issued instructions to banks to achieve this target by December 5, 2016. Out of 54.87 lakh Jan Dhan accounts, RuPay cards have been issued to 46.37 lakh account holders till November 23, 2016, of which only 33.69 lakh RuPay cards had been activated by October 31, 2016.
He said that the Administrative Secretaries would launch a campaign to open bank accounts in respect of those workers of organised and unorganised sectors who do not have their own bank accounts. Special camps would be organised at every Labour Chowk in all towns by Department of Labour in coordination with lead banks. They would also ensure organisation of ‘sammelans’ of Sarpanches and Panches, Anganwadi workers, ASHA workers, chowkidars and numbardars, where they would be educated about digital payments and motivated to install payment apps on their mobile phones.
They would also ensure installation of POS machines in government offices where cash payments are received, apart from utilisation of Common Service Centres both for creating awareness and installation of digital payment apps on mobile phones of the people in the villages. Meetings of college principals, principals of senior secondary schools and school headmasters would also be held and it would be ensured that they receive non-cash receipts in their organisation. The Secretaries would also focus on creating awareness amongst principals, headmasters and teachers of Education Department through messages telecast on the EDUSAT network. They would also ensure meeting with pradhans of mandis and various others trader organisations.
He said that the Secretaries would ensure the deployment of unemployed post-graduate under ‘SAKSHAM Scheme’ of Employment Department for creating awareness and assisting in uploading of digital payment apps. They would have a tie-up with Financial Literacy Unit of the banks at the district level, he added.
