CHANDIGARH, DEC 1
The Haryana Chief Minister, Mr Manohar Lal, today said that the unemployed post-graduate youth registered on the ‘Saksham Portal’ up to November 30, 2016, would soon get their assignments. Initially their services would be taken by the government to generate awareness among the people about digital literacy.
Mr Manohar Lal was speaking after launching the Saksham Shikshit Yuva - Sammanit Hua Scheme for unemployed post –graduate youth here today. He presented a cheque for Rs 3,000 as unemployment allowance and assignment letters to 21 youths.
The Chief Minister said since the launch of Saksham Portal of the Employment Department on October 31, 2016 as many as 5,169 candidates had been registered up to November 30, 2016. Under this scheme, apart from unemployment allowance, registered candidates would be given monthly honorarium of Rs 6,000 in lieu of 100-hour work.
Apart from this, interested candidates would also be provided three to six months training in skill development to make them employable. Candidates having domicile of Haryana and between 21 to 35 years of age would be eligible under the scheme. They would be entitled to get the benefit of the scheme for three years or up to the age of 35 years whichever is earlier. Training would be imparted to them free of cost, he added.
While exhorting the candidates to discharge their duties in true spirit of service to the society, the Chief Minister said though efforts would be made to give them assignment in keeping with interest and option given by them, this month they would be asked to work for banks to encourage and guide the people.
The Chief Minister said that earlier in the state, only 28,000 unemployed youth, including 18,000 Class X11 pass and 8,000 graduates and post-graduates were getting unemployment allowance. On the contrary, 5169 unemployed youths have already been registered on the portal of the Employment Department in one month.
Since unemployment is a big issue, it could be addressed through mutual efforts and by way of promoting skill development and creating self-employment opportunities. Being a welfare state, the state government has decided to give support to the unemployed youth by giving them unemployment allowance so that they could hone their skills and become employable, the Chief Minister said.
Speaking on the occasion, the Chief Secretary, Mr D.S Dhesi, said this was a unique scheme framed under the able guidance of the Chief Minister. Mr Manohar Lal feels that any scheme should not involve subsidy or allowance but should serve as a medium to ensure the involvement of youth in the development of the state, he added.
The Principal Secretary, Employment Department, Mr A.K Singh, and Director of the Department, Mr Anshaj Singh, also spoke on this occasion.
