Haryana to entrust services to Zila Parishads and Block Samitis

CHANDIGARH, JAN 20
Haryana Chief Minister, Manohar Lal today said that the government would entrust certain services to the  Zila Parishads and Block Samitis alongwith the budgetary provisions in a phased manner.
          The Chief Minister, who was addressing the Chairpersons of Zila Parishads and Block Samitis  at a workshop on  ‘Panchayati Raj Sansthaon ka Sashaktikaran’ here today said, once the government functionaries believed that all is safe in their hands and they could manage the services as well as their monitoring, the government would  handover services to them.
          The Chief Minister also addressed their separate brain storming sessions   to seek their suggestions on further empowerment of the PRIs. The State government is making the Panchayati Raj Institutions (PRIs) ‘Saksham’ (capable) to translate Mahatma Gandhi’s vision of Gram Swaraj in its true spirit, he added. He said that after handing over certain services to the Zila Parishads and Block Samitis, the government would   review their working and if feedback is satisfactory it would transfer more services. All necessary steps for the same would be taken before April 1, 2017.
            He also sought their suggestions about the kind of services and works which can be transferred to Zila Parishads and Block Samitis. He added that they being the representatives of the people, were much closer to the public rather than the government’s functionaries. “When we will ensure more participation of the people, there would be least scope of corruption and wrong doings in the development process”, he added. The government would also start social audit system with the help of experienced persons of the villages which would be another step forward to check corruption and ensure transparency in the development process.
          While describing the development of villages as the key-point of today’s workshop, the Chief Minister said that apart from the government programmes, the representatives of the people could also contribute a lot in development of villages under the Swah-Prerit Adarsh Gram Yojana.
He said that the state government is spending about Rs 22,000 on education of a child every year, but the results are not as per the aspirations. He said that they could  do it and  ensure improvement in all government services by way of better monitoring at grass root level. 
           He also suggested them to prepare budgetary provision  out of their  own resources and added that the units of the PRIs could mobilize more resources. The government is also contemplating to start a system of ‘Shramdaan’ in development of villages. “All of you can make a significant contribution in this system”, he added.
          Speaking on this occasion, Development and Panchayats Minister Mr O.P.Dhankar said that  the decision of Haryana government to get educated persons elected to the PRIs was being appreciated allover the country. Also, Haryana’s panchayats are the youngest in the country. He said that the vision of the Chief Minister is to enhance the significance of the villages as the Chairpersons of Zila Parishads and Block Samitis were capable to achieve this.
          Chief Parliamentary Secretary Mr Bakhshish Singh Virk said that the government has a plan to further empower the PRIs and the representatives of the people could ensure more development in their respective areas.
          Others present on the occasion included Principal Secretary to Chief Minister Mr Rajesh Khullar, Additional Chief Secretary Development and Panchayats Mrs Navraj Sandhu and Director Mr Ashok Meena.
REBATE ON PROPERTY TAX:  The Haryana Government has decided to offer rebate of one per cent on deposit of property tax through cashless transactions in all Municipal Corporations, Municipal Councils and Municipalities in the State.
        In a statement issued here today, Urban Local Bodies Minister, Mrs. Kavita Jain, said that Chief Minister, Mr. Manohar Lal, had approved a proposal to this effect.
        She said that the decision was taken to encourage the people to adopt different methods of digital payments to pay property tax and other bills instead of standing in long queues. A DigiDhan Mela would also be organised in Sonepat on January 31, 2017 to promote cashless transactions, she added.
ADDITIONAL CHARGE: The Haryana Government has given additional charge to an IAS officer with immediate effect.
        Vijayendra Kumar, Secretary, General Administration, Administrative Reforms Department, Chief Executive Officer, Haryana Saraswati Heritage Board, Secretary, Revenue and Disaster Management-I Department, Director General, Consolidation of Holdings, Land Records, Special Collector (Headquarters), Special LAO and Project Director, Haryana State Resident Database Authority has been given additional charge of Managing Director, Electronics Development Corporation Limited (HARTRON), during the period of election duty of A. Sreenivas.
 UHBVN FOREMAN HELD: Haryana State Vigilance Bureau has caught Wazir Singh, Foreman, UHBVN, Machhrouli, district Jhajjar, red-handed while accepting illegal gratification of Rs 5,000 from Mr. Sandeep, a resident of village Chandpur, district Jhajjar in lieu of providing a new electricity connection for tubewell in the fields of the complainant.
        While stating this here today, a spokesman of the Bureau said that a case has been registered against him under sections 7 and 13 of the Prevention of Corruption Act at Bureau’s Police Station, Rohtak.
DIGITAL SIGN LABORATORY: A digital sign laboratory would be established in Centre for Welfare of Speech and Hearing Impaired at Gurugram, where course books of Class X prescribed by the Board of School Education, Haryana (BSEH) would be translated into sign language.
        While stating this today, Director, Information, Public Relations and Languages Department, Mr. T.L. Satyaprakash, said that initially, the books prescribed by BSEH would be translated into sign language over 10 weeks to facilitate speech and hearing impaired students. Following this, books prescribed by the Central Board of Secondary Education would be translated into sign language.
        He said that these books would be distributed in all schools for speech and hearing impaired across the State, and may later be sent to such schools across the country.
