HDTC issues guideline to check menage of bogus technical educational institutions

With a view to checking the menace of bogus technical educational institutions offering diploma or under graduate  or post graduate degree technical courses and to spread awareness  about such institutions, the Haryana Department of Technical Education has issued guidelines.
          While stating this here today, a spokesman of  the Department said that a list of those technical education institutions   which are ‘not approved’ by the All India Council of Technical Education (AICTE) is available on the web-site of AICTE at www.aicte-india.org, under the link ‘Statistics’, sub-link ‘Unapproved Institutions’. Similarly, the list of ‘fake universities’ is also available on the web-site of University Grants Commission (UGC) at www.ugc.ac.in under the link ‘For Students’, sub-link ‘Fake Universities’.
          He said that the lists of unapproved technical institutions and fake universities are updated regularly on their websites by the AICTE and UGC respectively.
          The spokesman said that the lists of approved technical education institutions in Haryana are also available on the web-site of Technical Education Department, Haryana that is www.techeduhry.gov.in.
          He said that as per provisions of the AICTE (Grant of Approvals for Technical Education) Regulations, 2016 (Clause 4.31) the technical institutions would not be named in such a way that the abbreviated form of the name of the technical institution becomes IIM or IIT or IISc or NIT or AICTE or UGC or MHRD or GOI. The word(s) that is Government, India, Indian, National, All India, All India Council, Commission shall also not be used anywhere in the name of the technical institution and other names as prohibited under the Emblems and Names (Prevention of Improper Use) Act, 1950. He made it clear that these restrictions would not be applicable, if the technical institution is established by Government of India or its name is approved by the Government of India.
          The spokesman said that as per Haryana State Government notification dated May 21,2009, the degree or diploma technical courses acquired through distance education mode are not a valid qualification for initial appointment or promotion in government jobs. The same is available on the web-site of Technical Education Department, Haryana at www.techeduhry.gov.in under the link ‘Latest News’.
          He said that only such institutions which are offering Diploma or Under Graduate  or Post Graduate degree technical courses in Haryana with the approval   or recognition by the regulatory bodies like the All India Council of Technical Education (AICTE), Pharmacy Council of India, Architectural Council of India, University Grants Commission (UGC) and affiliating bodies like the Haryana State Board of Technical Education (HSBTE) or State Universities or Recognized Private Universities, fall under the category of approved institutions and such courses are approved courses. The diploma certificates or degree in the field of technical education which are not approved by the Regulatory Bodies concerned or obtained through Distance Education are not accepted as a valid qualification for Government jobs in the State.
          He advised the students pursuing their technical education with the institutions or aspiring to take admission in institutions for technical education to ensure about the status of approval of the institution and programme concerned from www.techeduhry.gov.in;  www.aicte-india.org or www.ugc.ac.in. He also urged the general public, students, stakeholders to send the information with regard to such bogus institutions or courses to Director General Technical Education, Haryana or the Deputy Commissioner of the district concerned.
