Haryana abolishes 'Remand Pratha' in interest of farmers

CHANDIGARH, FEBRUARY 1
The Haryana Chief Minister, Mr Manohar Lal, today abolished ‘Remand Pratha’ in the interest of farmers of the state and said that now they would not be required to make frequent rounds of the Revenue Courts to get their land-related disputes settled. These would be disposed off in just two appeals. Besides, law would soon be enacted under which land of a farmer would be acquired only with his consent.
          Speaking as Chief Guest on the occasion of Deenbandhu Sir Chhotu Ram Jayanti at Jat Dharamshala in Kurukshetra today, the Chief Minister said some leaders from other states were doing politics in Haryana and vitiating the peaceful atmosphere by misguiding the people for their vested interests. He said he was quite hopeful that the stay on the Bill regarding reservation to Jats would soon be vacated which would pave the way for its implementation.
          The state government has got a Bill passed for providing reservation to Jats in consultation with all stakeholders. Now when the court has stayed the Bill, the matter would have to be dealt with in a legal manner only, he added.
          The state government has appointed a senior advocate to plead the case in the court and hoped it would be successful in getting the stay vacated. Once the stay is vacated, the state government would request the Centre to include the Act in the 9th Schedule.
          The Chief Minister exhorted the people of the agitating community to stand united against such forces as were trying to disturb peace and brotherhood in the state. Recently, representatives of various khap panchayats had met him in Chandigarh and gave the assurance that they would not support such people. 
         Referring to the incidents during the Jat reservation agitation last year, the Chief Minister held out the assurance that innocent persons would not be harassed unnecessarily, and those found guilty, would not be spared. Expressing sympathy with the families of 31 youths who had lost their lives during the agitation, the Chief Minister said the state government had provided free treatment facility to those who were seriously during the incidents.
          Out of the 2,100 cases registered during the violence, about 1,350 have been withdrawn whereas hearing is on in the remaining cases. Such issues could be resolved through mutual dialogue for which doors are always open, he said.
           While paying rich tributes to Deenbandhu Sir Chhotu Ram on his Jayanti, the Chief Minister said his contribution towards the welfare of farmer, poor and laborer could never be forgotten. He was instrumental in getting the law passed against the zamindari pratha (landlordism) which was prevailing during the British rule and get the farmers freed from the clutches of landlord. 
          He said the state government had taken various steps for the welfare of farmers. The rate of interest on crop loans has been reduced to zero per cent, and compensation amounting to Rs 2,400 crore has been given to the farmers on account of damage to the crops caused due to natural calamities whereas during the last 48 years, only Rs 1,200 crore was distributed as compensation.
          The state government will implement a policy under which the land of farmers would be acquired only with their consent. Provision of Rs 300 crore has been made for the Pradhan Mantri Fasal Bima Yojna. Apart from this, the government is also contemplating to form its own Fasal Bima Company to provide direct benefit to the farmers. 
           The Chief Minister said some leaders were creating a hue and cry over the issue of Sutlej Yamuna Link Canal (SYL) saying they would dig the river and bring the water to the state. SYL is an inter-state issue and is now in the Supreme Court for final hearing."I have full faith in the SC and hope that the decision would come in favour of Haryana," he said.
 Earlier, speaking on the occasion, the Finance Minister, Capt Abhimanyu, said that the Bill regarding reservation to Jats, got passed by the state government, was the best in the country. It was unanimously passed in the Haryana Vidhan Sabha with the support of all the 90 MLAs.
           He urged the people to be cautious against those leaders who were trying to misguide them for their vested interests. Some leaders have always done politics based on caste, region and religion and filled their own coffers, he said. The Minister of State for Social Justice and Empowerment, Mr Krishan Bedi, and MLA Mr Subhash Sudha, also spoke on this occasion.
       Earlier, the Chief Minister announced Rs 51 lakh for Jat Dharamshala from his discretionary fund. He also approved the demand for a nursing course and MPHW course in Dhanabhakt Shikshan Sansthan, and said that a girls hostel would be constructed in Kurukshetra. He directed the officers to identify land for the purpose.
         Capt. Abhimanyu announced Rs 21 lakh for the Dharamshala and the Minister of State for Social Justice and Empowerment, Mr Krishan Bedi, Rs 11.25 lakh. Capt Abhimanyu said he would donate Rs 1 lakh every year to the dharamshala from his personal income and this amount would be doubled after every ten years.
