Haryana has vast potential for investment in varied fields: CM

CHANDIGARH, MAY 24
Haryana, a land of opportunities and enterprise, offers the best eco-system to invest and reap the rewards of investment. Offering all that industry takes to take roots and grow---water, power, infrastructure and single-window clearance mechanism---the state has vast potential for investment in varied fields, and is the ideal place to invest in.
      This was stated by Chief Minister, Mr Manohar Lal, while addressing 100-strong gathering of captains of industry and leading investors at the Invest Haryana Road Show held in Hong Kong today. "This is my first visit to your beautiful city—Hong Kong--and I am impressed with its impressive infrastructure”, he quipped.
          The Chief Minister, who is leading a nine-member delegation to project Haryana as a preferred investment destination, reached Hong Kong from Singapore last night. The other members of the delegation, including Industries Minister, Mr Vipul Goel, and Managing Director, HSIIDC, Dr Raja Sekhar Vundru, were also present at road show.
          Addressing the gathering at the road show, he said a draw among global investors, Haryana is a leading manufacturer of cranes, excavators, cars, two-wheelers, footwear and scientific instruments etc, and is  counted among the most developed and industrialized states in India.
   The state offers great opportunities for investment in the fields of Infrastructure, smart cities, healthcare and medical education, skill development, electronics hardware manufacturing, aerospace & defence, mass rapid transport etc.  The state has the advantage of geo-strategic location. The people of Haryana are industrious and focused, and our youth have the zeal, skill and attitude of world beaters.
       "Friends, Haryana provides a very conducive eco-system for growth of enterprises and I invite you all to invest in Haryana. We shall appoint Relationship Managers for you, who will handhold you through the entire project lifecycle. I also assure you of our hassle-free business environment and wholehearted support of my government", the Chief Minister said.
          Geographically, ours is a small state, accounting for just 1.3 per cent of the total area of the country, but we contribute nearly 4 per cent to the national economy. We enjoy a great strategic advantage as Haryana surrounds the National Capital Delhi from three sides and nearly 57 per cent of the state falls under the National Capital Region - providing access to about 11 per cent of India’s consumer market. 
          Haryana has the highest per capita income amongst the larger states and ranks among the leading states in terms of highest per capita spend in urban and rural areas. This makes Haryana an economy that earns more and spends more. Haryana’s GDP is growing at a rate of 8% annually. Today, the manufacturing and services sectors contribute about 86 per cent to the state's economy.
          "We have excellent connectivity with the rest of the country through air, rail and road. As many as 15 National Highways crisscross through the state providing connectivity to the rest of the country. The law and order situation in the state is excellent which provides the right atmosphere for the industry to nurture and grow. Ample land bank is available for the industry with 24X7 on demand power availability", Mr Manohar Lal said.
          Creation of infrastructure of international standard has our special attention. The state is constantly striving to improve connectivity, ensure adequate power and water supply and create social infrastructure like schools, hospitals and recreation centres etc.
          The under-construction Kundli-Manesar-Palwal Expressway that encircles Delhi on the western side will facilitate seamless connectivity of Haryana with the rest of the country, without the traffic having to pass through National Capital territory of Delhi. It is a priority project which will be completed by December 2017.
          The Chief Minister disclosed that a Global Corridor had been planned along its 135-km route, which offers new opportunities of US$ 50 billion for development of Theme Hubs. Several Metro Rail Projects have been undertaken including extension of Delhi Metro to nearby cities in Haryana that is Gurgaon, Faridabad and Bahadurgarh. This will ensure seamless and fast connectivity for Haryana with the national capital Delhi.
          Further, besides improving the quality of life in the National Capital Region these corridors would cut down the number of vehicles on the roads, decongest both national highways and arterial roads and reduce pollution levels. Our other initiatives include upgradation of National and State highways, new inter-city connectivity and intra-city transport etc.
          “In an atmosphere where all the states are competing against each other for attracting investments, the role of business facilitation becomes crucial. We were determined to create an ecosystem in which the ‘Ease of Doing Business’ in the state matching and even exceeding the best global standards to reduce delays and increase competitiveness of the Industry by reducing the cost of doing business”, he said.
          The state government has set up a single roof online approval mechanism – Haryana Enterprises Promotion Centre for providing time bound approvals to the enterprises. Duly empowered officers from 18 Departments sit under the same roof for providing such approvals. I have ordered that all approvals should be given within 45 days.   
          Haryana Skill Development Mission has been launched to provide employable skills to youth, which is a step in the right direction. We will ensure focus in imparting skills that lead to employability rather than merely doling out certificates and degrees. A Skill Development University is also being set up in the State. Private Sector is being encouraged to provide skill training by utilizing the existing infrastructure.
          "We aim at promoting Haryana as a vibrant and competitive destination internationally. We want to offer the state as a corporate capital, as an industrial destination, as a residential and entertainment centre, whereas at the same time, retaining its edge in manufacturing, services and knowledge sectors. It is indeed going to be Destination Haryana all the way during the coming years.  A clear vision, political will, good governance, empathy, empowerment, partnerships and creativity will be the keywords to drive the future success of Haryana", he said.
          Mr Manohar Lal said the Haryana Government had launched ‘Maha Nivesh Yojana’ for iconic-ultra mega projects in manufacturing, tourism, logistics, wholesale markets etc. involving land of minimum 500 acres and investment worth $ 1 billion. Such projects would be provided special dispensation, including customized package of incentives.
        Being one of the first nodes on the Delhi-Mumbai Industrial Corridor Haryana was at an advanced stage of planning three large infrastructure projects, including Mass Rapid Transit System between Gurgaon and Manesar Bawal Industrial region, Integrated Multi-modal Logistics Hub in southern Haryana and Global City. There is also tremendous scope for investment in these projects.
          He said that under the dynamic leadership of the Prime Minister Mr Narendera Modi, the NDA Government at the Centre had been leading the nation on a new path of development for the last 20 months. New programmes like Make in India, Skill India, Digital India, Smart City and Atal Mission for Rejuvenation and Urban Transformation and Housing for All-2022 have been implemented. These have generated a new thinking about India in the world.
          “Today, the whole world believes that India holds a bright future and is the best place for investment. Several multi-national companies of big countries are taking interest in setting up their ventures in India. I would like to avail myself of this opportunity to share with you the progressive strides taken by Haryana. The birth place of Gita, Haryana is playing a very constructive role in rejuvenation of India”, Mr Manohar Lal said.
          “With these words, I once again invite you to visit Haryana to catch a glimpse of its development and experience its dynamism. I also welcome you to become our partners in a growth model which is robust, sustainable and inclusive. I look forward to your support in promoting investment in Haryana”, the Chief Minister added.
