Incentives for Zila Parishad presidents and vice-presidents

Haryana Chief Minister  Manohar Lal has approved a bonanza of incentives for the Presidents and Vice-Presidents of Zila Parishads, which included increase in their honorariums, entitlement to Travel Allowance (TA)  and Dearness Allowance (DA) and expenses for use of mobile phone facility. The Presidents of Zila Parishads will also be entitled to official vehicles and residential accommodation.  
          While stating this here today, an official spokesman said that the honorarium of Presidents of Zila Parishads has been increased from Rs 3000 to Rs 10,000 per month and that of Vice-Presidents from Rs 2000 to Rs 7,500 per month, with effect from November 1, 2016.
          He said that the Presidents of Zila Parishads would also be entitled to TA and DA equivalent to grade-I officers of the State Government, whereas the Vice-Presidents would be entitled to TA and DA equivalent to that of grade-II officers. The Presidents of Zila Parishads will also get   official vehicle Scorpio Diesel with the condition that journeys by official vehicle would be limited to 3,000 kms per month. Apart from this, any kind of repair and replacement of tyre   would be allowed at the level of Chief Executive Officer of the Zila Parishad, he added.
          He said that the Presidents of Zila Parishads would also be entitled to residential accommodation in buildings of Zila Parishad, wherever available, on priority basis and if no such building is available, they would be able to hire residential accommodation of upto a maximum rent of Rs 15,000 per month. Earlier this limit was Rs 3,000 per month. The Presidents of Zila Parishads will also get telephone both at office and residence. Monthly expenditure of Rs 1,000   for mobile phones would be allowed to both the Presidents and Vice-Presidents of Zila Parishads.
          He said that the limit of reimbursable entertainment expenses for Presidents   has been increased to a maximum of Rs 2,000 per month, as against earlier Rs 1,000. 
          He said that it has also been decided that wherever the buildings of erstwhile Zila Parishads or Panchayat Bhawans are available in the districts, they would be used for office accommodation for Zila Parishads. Where no such building exists, office accommodation would be hired on rent as per   norms of the Public Works (Building and Roads) Department, he added.
          He said that now, all Zila Parishads would be authorised to purchase new office furniture, if required, subject to a maximum limit of Rs two lakh. Earlier this limit was Rs one lakh. He said that only tour programme of Presidents of Zila Parishads who are out of district need to be approved by Divisional Commissioner, whereas the journey made within the district need not have any approval from any authority. However, daily allowance will be admissible as per instructions of the Finance Department, he added.
