Haryana has been conferred with the “Champion of Change” Award under the category of Best State for engaging maximum apprentices per lakh of population under the Apprentices Act, 1961. Haryana was the only state chosen for the award for outstanding performance in Apprenticeship Training.
Union Finance Minister, Mr Arun Jaitley and Minister of State for Skill Development and Entrepreneurship, Mr Dharmendra Pradhan presented the award to Director Skill Development and Industrial Training Department, Mr Ashok Kumar Meena and Deputy Apprenticeship Advisor, Mr Sanjiv Sharma, during the National Entrepreneurship Awards 2017 distribution function organised on the occasion of third foundation day of Ministry of Skill Development and Entrepreneurship at New Delhi.
Speaking on this occasion, Industrial Training Minister Mr Vipul Goel, said that the Haryana Government, under the able leadership of Chief Minister, Mr. Manohar Lal, is committed to implement the Apprenticeship Training Scheme in every eligible establishment in the State including Government Departments, Boards, Corporations and Nigams.
He said that the State has made significant progress under National Apprenticeship Promotion Scheme (NAPS) in the State by increasing the number of registered establishments from 965 to 5,005 and number of apprentices whose contract bond is generated on apprenticeship portal from 9,198 to 21010 in a short period from January 1, 2017 and November 3, 2017. Under NAPS, the Government of India reimburse 25 per cent of the stipend paid to the apprentice, to the establishment.
He said that the State government has taken various steps to enhance and promote the entrepreneurship training in the state. These included posting of a Deputy Director exclusively for implementing the Apprenticeship Training Scheme, organizing the manpower in field institutes which could be utilised for the implementation of the scheme, allotting monthly targets for establishment and apprentices registration to each officials, providing fixed allowance of Rs 1,000 per month to all officials to meet their expenses for movement in local establishments and preparation of database of Micro, Small and Medium Enterprises (MSMEs) and large establishments.
He said that a District Apprenticeship Committee, under the chairmanship of respective Deputy Commissioners, including senior officers of various offices and prominent industry associations as its members has also been constituted for monitoring the progress. The exercise for engaging apprentice in Government Departments, Boards and Corporations has been initiated and apprentices would be engaged in all Government offices by first week of December, 2017, he added.
